Description
This is a pre-solicitation notice. This is NOT a solicitation. Do NOT submit proposals or questions in response to this notice. The U.S. Army Corps of Engineers (USACE) Norfolk District (NAO) intends to issue an Invitation for Bid (IFB) acquisition for the construction of a Vehicle Recovery Range at Fort Lee in Prince George County, VA. This procurement will be conducted in accordance with FAR Part 14, Invitation for Bid (IFB). The Government intends to award a firm-fixed-price (FFP) contract. The requirement will be solicited as a 100% competitive 8(a) Small Business set-aside. The applicable NAICS code is 236220 for Commercial and Institutional Building Construction, with a Business Standard of $45M. Product Service Code of Y1PZ � Construction of Other Non-Building Facilities. In accordance with FAR 36.204(f) Disclosure of the magnitude of construction projects, the magnitude of construction is between $5,000,000 and $10,000,000. Project Description: Provide labor, material, and equipment to perform the following: This project is for the construction of 24 concrete turning pads, as well as site drainage and road alignment and repair where required. The contract will be executed in three phases. The contractor will only have access to one phase at a time and must complete that phase before moving on to the next phase. While the contractor is working on one phase the Army will be conducting training in the other two phases. Each turning point identified in the drawings will require the existing roadbed to be excavated and concrete placed in accordance with the design. Storm drainage work will be required to maintain positive drainage of the site during construction activities. Once the turning pad has cured properly, the exiting connecting roads shall be regraded/aligned to tie into the pad as shown in the contract drawings. The IFB and accompanying documents will be issued electronically and will be uploaded to PIEE website (https://piee.eb.mil) and accessible via SAM.gov approximately in mid-December 2025. Telephone calls or written requests for the IFB package will NOT be accepted. Prospective bidders are responsible for monitoring SAM.gov to respond to the solicitation and any amendments or other information regarding this acquisition. Prospective bidders are required to be registered in SAM when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment of any contract.
