- 01 DEC 2025 Update: This announcement is revised as follows: Anticipated solicitation issuance date revised from 01 December 2025 to 05 January 2026. Anticipated contract award date revised from 21 May 2027 to 10 June 2027. New and updated draft solicitation documents will be posted to E-TIC in advance of proposal issuance. This announcement will be updated as new documents are made available for review. The Naval Sea Systems Command, Naval undersea Warfare Center Division Keyport, intends to issue a solicitation to execute development, integration, and production of Technology Insertion Hardware (TIH) for Technology Insertion TI-28, TI-30, and TI-32. TIH is the latest generation of display, processor, and network requirements in support of the Navy�s Submarine Warfare Federated Tactical System (SWFTS) family of systems required on several U.S. Navy fleet submarines, the COLLINS Class for the Royal Australian Navy (RAN), and Foreign Military Sales (FMS) cases. Equipment to be obtained under a resulting contract is used in Mission Critical/Essential Systems on board submarine platforms of different variants and configurations. Components consist of, but are not limited to, Commercial Off-The-Shelf (COTS) equipment that is uniquely configured for the particular platform and system to satisfy workstation, processor, file server, or other network requirements. The Government anticipates issuing an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to a single source with Contract Line Items (CLINs) for Production, Non-Recurring Engineering Services, Travel, and Data Submittals. The CLINs may include a mix of Fixed Price Incentive; Cost Plus Incentive Fee; Cost Plus Incentive Fee, Level of Effort; Cost Plus Fixed Fee; and Cost Reimbursable. The resulting contract will include a nine (9) year performance period. The solicitation number for this requirement is N0025326R7001. Offers will be evaluated on the basis of best value to the Government, which means that the selection of the contractor is to be based on other than the lowest price, technically acceptable offer. The anticipated contract award date is 10 June 2027. The NAICS code is 334511, with a Small Business Size Standard of 1,250 employees. The primary Product Service Code is 1260. This is a full and open, unrestricted solicitation. It is anticipated that the solicitation will be issued on or about 05 Jan 2026, with a 45-day response time. Drawings referenced in the solicitation, which are unclassified technical information related to the Program Executive Office Submarines TIH effort, are restricted by the Arms Export Control Act. In accordance with Department of Defense (DoD) Directive 5230.25, access to export-controlled technical data must be through the company�s designated Joint Certification Program (JCP) Point of Contact (POC)/Data Custodian. Reference material, including a draft Statement of Work and drawings for TIH, are available on the Electronic Technical Information Center (E-TIC).
