Description
Acquisition Description: This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Infor. The National Institutes of Health (NIH) is the nation�s foremost federally funded biomedical research institution. The Mark O. Hatfield Clinical Research Center (CRC) is the onsite hospital for the NIH campus. The Materials Management and Environment Services Department (MMESD) is responsible for the evaluation, acquisition of supplies, inventory management, and storage and distribution of materials for the hospital. In addition, the department ensures efficient housekeeping operations and compliance with appropriate infection prevention, safety, OSHA, Joint Commission, and regulatory standards. The Inventory Management Section (IMS) of the MMESD is responsible for logistical management and the acquisition of medical & surgical supplies and equipment for the NIH Clinical Center. The inventory is currently managed using Infor Lawson Supply Chain Management Software. This software has been in use in the NIH Clinical Center since 1999. The purpose of this requirement is to procure the maintenance software license, maintenance and support for the NIH Clinical Center�s Infor / Lawson Applications. Specifically, the NIH Clinical Center will transition from Infor�s On-Premise software solution for Inventory Management to Infor�s Software as a Service Cloud Based Inventory Management solution. Justification: Infor / Cloud Software updates and Infor / Cloud Customer Web Site (�inforxtreme.com�) and the Lawson Community Web Site (�Community Site�) collectively (�Sites�) are proprietary to Infor (USA), LLC. and include material that is confidential and protected internationally by trademark, copyright, patent, trade secret, trade dress, unfair competition, and related intellectual property laws. All Software is confidential to Infor and its use and distribution is governed by the terms and conditions of the license agreement and therefore is not available through any other source other than Infor (USA) , LLC. Program has been using the same Infor. Software for many years and needs to continue using the same software for compatibility and consistency. Infor is the only vendor that can provide the necessary services and license for this proprietary software upgrade, implementation, migration that has been used to develop the MMESD�s Lawson Inventory Management system/application and its components. Consequently, being the only current acceptable solution for the MMESD. The total cost of ownership would be increased out of proportion if this acquisition is not the Infor software. Planned guidance and standardization would be violated and hamper the Clinical Center (CC) and the MMESD in fulfillment of their mission objectives. Therefore, considering an alternate solution is not a technological or economical option for this procurement. See attached Statement of Work for details Place of Performance or Delivery: The Period of Performance is: Base period: 12/06/2025 � 11/05/2026 Place of Performance: NIH Clinical Center in Bethesda, MD The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-CC-26-000003) by 11:00 AM eastern standard time on 12/04/2025 to: lu-chang.lu@nih.gov All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
