Description
This is a Sources Sought announcement for acquisition planning purposes and no formal solicitation for this requirement exists at this time. All businesses, regardless of size; capable of providing these items are invited to respond to this announcement and submit a capability statement for consideration. Capability statements received will be reviewed to determine a firm's previous experience performing similar work. The capability statements will be reviewed and used to determine an appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy. The Government does not intend to award a contract based on this notice or otherwise pay for information solicited. Proposed Project: The Bureau of Reclamation, Denver Federal Center of Denver, CO, requires the current Physical Access Card System (PACS) to be repaired, serviced, and upgraded on a scheduled basis. The tasks the contractor is to complete are as follows: A. Service and Maintenance: Provide comprehensive service, maintenance, and technical assistance for the PACS, PACS hardware, software, and electrified door hardware to ensure optimal functionality. B. Licensing and Software Support: Offer licensing and software support for PACS, including firmware upgrades during normal support hours. C. Service Areas: Service will be provided in the following locations; 1. DFC Building 53, Room J1109 2. DFC Building 56 3. DFC Building 67 D. Response Time: A technician must be on-site within four hours of a service call request. Normal service hours are from 6 AM to 6 PM, Monday through Friday, excluding Federal Holidays. E. Equipment Stocking: The contractor must maintain a stock of Hirsch and Identiv basic equipment, as well as general electrified door hardware, to avoid delays in repairs. F. Diagnosis and Repair: The contractor must be capable of diagnosing and repairing all related system components efficiently. G. Service Call Protocol: If a service call exceeds four hours of labor or requires parts, the contractor must provide an estimated cost and obtain written or verbal approval prior to proceeding. a. Each service call must have a unique case number that will be referenced in the invoice. b. Supply incident reports to the Contracting Officer's Representative (COR) for all service calls, including technician notes and reports. H. Upgrade hardware and software components of 56-1900 Wing Doors access system: The contractor will bring back online the 56-1900 wing doors of Building 56 by upgrading the M8 panel to an MX8 panel in 56-1695. Performance standard 100% access for end user to doors 56-1901, -1904, -1910, -1920, -1940, and -1950. I. Deliverables: The contractor shall provide the following deliverables: 1. Incident reports for all service calls. 2. Documentation of repairs and maintenance performed. 3. Confirmation of upgrades made to the PACS systems. Delivered to the Denver Federal Center West 6th Ave & Kipling St, Denver, CO 80225. The applicable North American Industry Classification System (NAICS) Code , 561621 - Security Systems Services (except Locksmiths) with a size standard of $25 Million. Interested firms must submit the following information: 1. Name and address of Firm 2. Phone number 3. Email Address 4. Unique Entity ID Number (Formerly the DUNS Number) 5. Size status/SBA certifications (Small business, Women Owned Small Business, HUBZone, Service-Disabled Veteran Owned Small Business, Indian Small Business Economic Enterprise, other) 6. Capability Statement (not to exceed 5 pages). A brief summary of capabilities to include demonstration of the company's capability to perform the work and provide authorized service from the manufacturer. Previous procurements performed of similar size and complexity to include references with point of contact information. Customary lead times for these types of items. Any known or foreseeable issues with manufacturing these types of items. All responses must be submitted via email no later than 1700 Mountain Standard Time (MST) on 12/15/2025.
