- Sources Sought Notice Sources Sought Notice Page 3 of 3 Sources Sought Notice *= Required Field Sources Sought Notice Page 1 of 3 This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide the service described in the Statement of Work (SOW). Potential offerors are invited to provide information via e-mail to natalie.acevedo@va.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition according to Performance Work Statement (PWS). Potential contractors shall provide, at a minimum, the following information to natalie.acevedo@va.gov: 1) Name, address, point of contact name, phone number, and e-mail address. 2) Brief capability statement with enough information to determine if the company can meet the requirement. The Capabilities Statement for this sources sought is not expected to be a Request for Quote nor does it restrict the Government to an ultimate acquisition approach but rather provide a short statement regarding the company's ability to provide the services as detailed in the Statement of Work. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. 3) Statement attesting, they are properly certified in accordance with the PWS. The capabilities will be evaluated solely for the purpose of determining the appropriate acquisition strategy for this requirement. The Government must ensure there is an adequate competition among the potential pool of available contractors using SBA website. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. This synopsis is not a solicitation announcement for Request for Quote. No formal solicitation document exists at this time, and no contract will be awarded from this announcement. Respondents will not be notified of the results of the evaluation. Interested contractors should respond via email by 10:00 AM (EST) on December 10, 2025. PERFORMANCE WORK STATEMENT SUMMARY: The VANJ HealthCare System (VANJHCS) Lyons Campus requires an annual service contract to provide Licensed Operator in Charge Services to our Wastewater Treatment Plant. The Contractor will be responsible for overseeing and operation of the Wastewater Operations including the collection system and keeping the facility in compliance with all New Jersey Department of Environmental Protection rules and regulations. The physical plant is located at the VANJ Healthcare System 151 Knollcroft Road Bldg.141 Lyons, NJ 07939. The facility at Lyons consists of an extended aeration, activated sludge wastewater treatment plant with a variable design capacity of 200,000 to 1,000,000 gallons per day (GPD), serving a medical center population of approximately 1,800 patient, staff and visitors. The present flow is approximately 50,000 - 80,000 (GPD). The plant process flows through and consists of two aeration tanks, two Clarifiers, two sand filters, a Copper removal system consisting of two filters and an outflow where final disinfection is done by ultraviolet lights (UV) before discharge to a receiving stream. In addition to the plant pumps and blower equipment, emergency power is supported by a 300kw emergency diesel generator set. 2. The WWTP has recently completed a modernization program and as a result has made many repairs and upgrades including the installation of a new UV System and a Copper Removal System. The plant requires a Full Time S3/C1 Licensed Operator in Charge (LOIC) in accordance with (IAW) New Jersey Department of Environmental Protection (NJDEP) Regulations N.J.A.C. 7:10A. 3.
