Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. We are seeking information for market research purposes only. The Government will not pay for any information solicited. The Department of Veterans Affairs, Network Contracting Office 6 (NCO 6) is conducting market research to identify potential sources for Architect-Engineer services to complete the below scope of work for B21 HVAC Upgrades and Roof Replacement (Project #659-26-200) located at the W.G. (Bill) Hefner Salisbury VA Medical Center in Salisbury, North Carolina. The proposed NAICS 541330 Engineering Services is applicable to this acquisition; with a size standard of $25.5 Million. The proposed PSC code is C1DB Architect And Engineering - Construction: Laboratories and Clinics. The anticipated Magnitude of Construction is between $2,000,000 and $5,000,000. The anticipated Period of Performance for design is 243 calendar days from the Notice to Proceed with an estimated total contract period of 788 days. Scope of Work The Architect/Engineer (A/E) shall provide design services necessary to furnish: Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for Project 659-26-200 B21 HVAC Upgrades and Roof Replacement. This project will consist of the installation of a new AHU 21-8 to serve Pharmacy Compounding Room, Evaluate B21 steam system for upgrades and repairs to be more efficient, this shall include traps, condensate pumps, PRV stations, and control valves & replace B21 Roof around AHU 21-8. Develop designed drawings from previous working drawings and bid specifications to provide for construction contract. The project will be located solely at Bldg. 21 on the W.G. (Bill) Hefner VAMC campus. The project is to isolate the Pharmacy Compounding room on its own HVAC system 21-8 (Equipment procured), Replace roof around the 21-8 AHU, and Evaluate the bldg. 21 steam system for efficiency upgrades. This project will review previous designs of the 21-8 to update and create a new design package for the construction project. Prior design drawings and revisions will be provided for update and review to awardee. Incorporate previous design of specifications and drawings for one complete project submission. Update any and all applicable codes, layouts, and design. All design will be done according to VA specifications, Design guides, Infection Control guidelines and all applicable codes. The design will be structured so as to require minimum interruption of space function during construction. All work shall meet NFPA / Life Safety Code and comply with all applicable building codes. The work will also comply with all Energy Standards as noted in the VISN6 Energy and Water Requirements for Projects . This will include all Architectural, Structural, Electrical and Mechanical engineering associated with this project. Small Business Requirements For market research purposes, all responses to this notice will be reviewed, regardless of small business/socioeconomic category, including those firms that are identified as large businesses.� Review of responses to this notice will support later determination of acquisition strategy and set-aside requirements if a solicitation becomes available. Pursuant to 38 U.S.C. 8127(d), acquisitions will be set-aside for SDVOSBs or VOSBs, registered in the SBA VetCert database, whenever there is a reasonable expectation of receiving two or more offers/quotes from eligible, capable and verified firms, and that an award can be made at a fair and reasonable price that offers best value to the Government. However, if responses from qualified firms prove inadequate, an alternate set-aside or full and open competition may be considered.
