INTRODUCTION This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement PGI 206.302-1(d). The Naval Air Systems Command (NAVAIR), PMA-265 EW Division, is conducting market research to identify potential sources with the expertise, capabilities, and experience to provide and build the ALR-67(V)3 Advanced Test and Check (ATAC) ATAC Bench. The effort will include support, upgrades, and system enhancements for the ATAC systems, specifically the Advanced Test and Check-Out (ATAC-4) systems for the ALR-67(V)3 lab located in Jacksonville, Florida. The results of this Sources Sought will be utilized to determine if the required product exists in the marketplace and if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. A site visit is required to determine a suitable source. NAVAIR intends to award a sole source contract to Pioneering Decisive Solutions (PIDESO), the original developer and sole provider of the proprietary technology and specialized expertise required to ensure continued sustainment, operational effectiveness, and electronic protection capabilities for F/A-18 aircraft. No other source has the unique knowledge or capability to perform this work. Eligibility The Product Service Code (PSC) for this requirement is 6625 (TEST, MEASUREMENT, AND DIAGNOSTIC EQUIPMENT) The NAICS code is 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals). REQUIRED CAPABILITIES The Government requires a test and check capability that supports comprehensive verification and validation of advanced electronic warfare (EW) systems such as the ALR-67(V)3 Radar Warning Receiver and associated components for the ALR-67(V)3 lab. This capability should enable BIT level testing of suspect components within a known-good functional test loop and support OFP reload and sanitization procedures to ensure system integrity. The test system must also provide additional Input/Output (IO) test capability for CSP J2 and J7 connectors and allow for testing of Fiber NIC and external system discretions. Furthermore, the solution should provide full EAD functional Millimeter Wave (MMW) and Microwave (MW) performance verification, including noise source injection and MMW BIT video validation. Control of polarization switching and the ability to perform angle-of-arrival (AOA) performance verification is also required. Additional capability must include LBIA JSECTS sweep failure verification and 4-angle sensitivity testing of the low-band antenna. The system should support the ability to radiate specific antennas and quadrants (Forward (LEF) and Aft (EAD), with software-controlled RF switching and bus response monitoring. The test system must integrate with AVSIM-controlled RF switching and response monitoring and remain compatible with current test rack interfaces such as the ALE-47 and ALR-67(V)3 BIT-Analysis Test (BAT) cabling. The intent of this Sources Sought is to assess the state-of-the-art in test technologies capable of meeting these functional requirements in support of ongoing and future EW system sustainment and upgrade programs. The capabilities may include: BIT level testing of suspect components inserted in a known-good functional test loop.
