SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions. Please review the quote and provide your best and final offer for both price and lead-time. Kindly also have the quotation revised to today�s date and address the quote to my attention. The follow has been attached for you to complete and review: (BAA) Buy American Act Certification Representations & Certifications Rider Confirm Attached SLAC terms are accepted: FP Commercial Supplies-Services T&Cs (August 2023) SOW Required item(s) listed below: Qty: 1000 meters � high power triaxile pulse cable Quote is for product only; no on-site services permitted. Source selection will be based on Lowest Price and Technically Acceptable Method (LPTA). Technical evaluation criteria are as follows: The cable shall meet the following requirements: Electrical: Characteristic Impedance: 14 ohm (nominal). B. Pulse Duration: 3.7 ?S (maximum at the 70% amplitude levels). C. Pulse Rise Time: 0.5 ?S (measured between 5% and 95% amplitude levels). D. Pulse Fall Time: 0.5 ?S (measured between 95% and 5% amplitude levels). E. Pulse Flat Top Duration: 2.8 ?S (measured between 100% amplitude levels). F. Pulse Voltage: 22.8 kV, nominal (measured between 110% amplitude levels). G. Current (1) Peak Pulse Current: (2) Equivalent RMS Current: 3500 amperes (measured at 100% amplitude levels). 130 amperes maximum. H. Pulse Repetition Rate 60 to 360 pulses per second. I. Attenuation: 2 db max. (at 10MHz) per 100 feet. J. Conductor DC Resistance: Maximum per 100 feet: Inner conductor 0.027 ohms at 20�C First shield 0.027 ohms at 20�C Second shield 0.029 ohms at 20�C K. Voltage Withstanding Test Voltage: 100 kV DC. (inner conductor to first shield). 20kV DC. (first shield to second shield). L. Insulation Resistance (Center Conductor to First Shield): Shall be better than 2000 megohms per 1000 feet. M. Corona Starting Voltage: 18kV RMS 60Hz (inner conductor to first shield). N. The load may frequently develop faults. The fault characteristics may be as follows: (1) Peak current when load appears as short: 6000 amperes, maximum for 3.7?S. (2) Peak Voltage when load appears as an open circuit: 50kV, maximum for 100ms. (3) The maximum number of faults for either or a combination of above faults: 15 per 30 seconds: 10,000 per year Mechanical: The cable shall meet the following requirements: A. The cable materials and general location of the conductors and dielectric shall be in accordance with Figure 1. B. The cable shall have a minimum bend radius of 14 inches. Identification and Marking: The cable identification shall be marked on the jacket of the cable at least every three feet and shall not permanently ident, deform or otherwise damage the jacket or outer conductor. B. Identification shall contain the following minimum marking: (1) Manufacturer�s name (2) Manufacturer's serial number Environmental Conditions The pulse cable shall meet the requirements of the specification in the following environment: A. Ambient temperature: 0-65�C B. Cooling: Natural air convection C. Humidity (RH): 50% (maximum) at 65�C 80% (maximum) at 25�C D. Barometric Pressure: 28 to 31 inches of mercury Standards and Calibration All subcontractor�s measuring and control equipment used during the performance of acceptance type testing shall bear evidence stating the date of calibration, next calibration date and laboratory that performed the calibration. Calibrating laboratories must be able to furnish certified records upon request stating that their standards are traceable to the National Bureau of Standards. Certification is not required for equipment standards not yet established by the National Bureau Standards. The subcontractor shall record all pertinent inspection data and observations on an inspection sheet affixed with the Subcontractor�s (or his representative�s) signature. The Subcontractor shall, as minimum, subject the cable to the following inspections and tests: (Note: Unless otherwise specified, 100% of the cable shall be tested. A separate test report shall be prepared for each length). A. Visual and Mechanical Examination: The cable shall be examined to verify that the design, construction, physical dimensions, marking and workmanship are in accordance with the applicable requirements of the specification. B. DC Resistance: The DC resistance of the cable conductors shall be determined by means of a suitable bridge circuit. The requirements of paragraph 3.1.J shall be met. C. Dielectric Strength: The cable shall be subjected to the test voltage specified in paragraph 3.1.K of this specification. In each case, the test voltage shall be applied for a minimum time of thirty (30) minutes. The applied voltage shall be increased gradually until the required test voltage is reached or until breakdown occurs. The applied voltage shall be increased as uniformly as possible so that 100 percent of the test voltage is reached in not less than 10 seconds and not more than 60 seconds. This test may be performed before jacketing. Any cable that fails shall be cut for a length of 3 feet on each side of the failure. The remaining length shall then be again subjected to this test for 30 minutes. D. Insulation Resistance: The cable shall be tested per paragraph 4.8.5 of MIL-DTL-17J. The requirements of paragraph 3.1 of this specification shall be met. E. Corona: A test sample 12 feet in length shall be cut from each length of cable manufactured and tested per applicable method described in paragraph 4.8.6 of MIL-DTL-17J. The following additional conditions shall apply: A minimum of one complete turn (360�) of the cable test sample shall be wrapped around a 28 inch diameter mandrel for this test. The cable shall meet the requirements of paragraph 3.1.M of this specification. F. Characteristic Impedance: The cable characteristic impedance shall be tested per paragraph 4.8.7 of MIL-DTL-17J and shall meet the requirements of paragraph 3.1.A of this specification. G. Bending Torque: The torque required to bend a cable to the minimum bend radius shall not exceed 35 foot lbs, at 25�C. Preservation and Packaging � The cable shall be adequately protected against damage which may occur during shipping by common carrier and against possible deterioration that could be occur during prolonged storage. The resulting purchase order will be issued on a fixed price basis. SLAC National Accelerator Laboratory Terms and Conditions for Fixed Price Commercial Supplies and Services (Rev.
