- NOTICE OF INTENT TO SOLE SOURCE FOR US Army Nuclear Infrastructure Exploitation (NIX) Training Program This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR 13.106-l(b)(1). The US Army Contracting Command -Aberdeen Proving Ground (ACC-APG) Installation & Technology Division 6472 Integrity Court, building 4401 Aberdeen Proving Ground, MD 21005-1846; has a requirement to procure the following service: The primary objective is to deliver a five-day (40-hour) training program for up to 25 participants focused on the operational procedures and safety requirements specific to industrial-scale nuclear facilities. The secondary objective is to build proficiency in core mission competencies. NIX core mission competencies include the characterization of nuclear infrastructure; assessments of nuclear power plants; packaging, transporting, and safeguarding nuclear materials; collecting and transporting samples in support of forensic analysis; and conducting sensitive site exploitation operations on nuclear facilities. The service is for a 12-month base period. PLACE OF PERFORMANCE: The primary place of performance should be an industrial-scale nuclear fuel cycle complex with a capacity to support up to 25 attendees in both classroom and operational environments. The Government intends to award a Firm-Fixed Price sole source contract to President & Fellows of Middlebury - College 9 Old Chapel Rd, Middlebury, VT 05753. President & Fellows of Middlebury College is the previous contract holder on a blanket purchase agreement (BPA) for training and development, has been deemed critical. The associated North America Industry Classification System (NAlCS) Code is 611310 (Colleges, Universities, and Professional Schools.) and the Size Standard is $35M. All responses received within five businesses (5) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
