- THIS IS AN INDUSTRY DAY NOTICE ONLY, NOT A SOLICITATION ANNOUNCEMENT AND SHOULD NOT BE CONSIDERED AS SUCH. The Government will not pay for any information received in response to this notice, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This notice does not constitute a commitment by the Government. Any information provided in response to this market survey will be used for informational purposes only and will not be released. Vendor participation is not a promise of future business with the Government. The purpose of this notice is to conduct market research and obtain information from current Federal Supply Schedule (FSS) Federal Supply Class (FSC) Group 66 III contract holders that can provide the required instrumentation, reagents, consumables and parts as well as perform the required installation, training, preventative maintenance, service, connectivity, and remote troubleshooting under a CPRR agreement at the time of this posting. The South Central VA Health Care Network (SCVAHCN) will be pursuing a firm fixed price Cost per Patient Result Reportable (CPRR) BPA for a year base year and 4, one (1) year options in the near future for automated hematology testing instrumentation, slide maker stainers, digital imaging systems, reagents, consumables, installation, training, preventative maintenance, parts, service, connectivity and remote troubleshooting. Potential sources must demonstrate experience and knowledge of required equipment, services and capability of performing said service for each medical center laboratory. Prior to the first Industry Day potential sources shall submit: Business name, address, point of contact and phone number Business size, any applicable socio-economic category and DUNS number Information for recent/relevant projects similar in nature/size and complexity along and contract number(s), Capability statement and product literature demonstrating ability to meet all of the requirements listed The NAICS Code for this procurement is 334516. Requirements: Contractor with a Federal Supply Schedule (FSS) Federal Supply Class (FSC) Group 66 III Cost Per Test (CPT)/Cost per Patient Reportable Result (CPRR), Clinical Laboratory Analyzers contract that manufactures and provides the required testing instrumentation and performs the required services for automated hematology instrumentation and all required items referenced above capable of meeting all of the following: The fully automated instrumentation shall be able to simultaneously perform the complete profile meeting the performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI). New instrumentation is required for each of the clinical laboratories located at the VISN facilities listed in Attachment A. Includes 8 medical center and 20 outpatient clinic laboratories. Operating system software shall be currently sold and supported by software manufacturer. Same manufacturer, methodology and reagent system for testing instrumentation across VISN 16 laboratories. Contractor has proprietary reagents for performance of the required test menu at each laboratory on proposed instrumentation. Reagents shall be liquid, ready to use. Pre- and post-analytical automation requirements as identified by laboratory in Attachment A, Tab B1. Data management systems to enhance workflow and operations for all instrumentation. Digital imaging technology as identified by laboratory in Attachment A, Tab B2. A UPS with surge suppressor/line conditioner with each instrument/piece of equipment shall be provided. External Printer for each instrument capable of printing a report with patient demographics. Technical assistance center (hot line) available by telephone 24 hours a day, 7 days per week. Basic operator training on testing instrumentation for all operators on all shifts. Key operator training (off-site) for 2 operators during the base year and one operator each subsequent year. Training requirements are per instrument. Perform Instrument training, preventative maintenance (PM) and emergency repair 24 hours a day, 7 days per week per medical center labs and 5 days per week business hours for outpatient clinic labs. PM, service and repair requirements apply to all required instrumentation as well as ancillary support equipment and any other items provided. Assistance with method performance verification/correlation studies and compilation of data. Provide necessary connections for interfacing through Data Innovations to the VA VistA LIS. Bi-directional bar-coded computer interface to the LIS All-inclusive CPRR pricing. A VA approved MOU/ISA is required to provide and support remote troubleshooting capabilities. The above is not an all-inclusive list of requirements. The technical requirements and technical evaluation factors will be included in the solicitation when posted. All instrumentation must be FDA approved, in current production at the time of quotation submission, discontinued models and refurbished instrumentation shall not be presented. Operating system software shall be currently sold and supported by its manufacturer. An RFQ will be posted to GSA eBuy at a later date. The purpose of this notice is to provide FSS FSC Group 66 III Contractors, minimally meeting the above requirements, an opportunity to participate in an Industry Day with each of the VISN 16 Medical Center Laboratories. The VISN 16 Attachment A Industry Day Workbook contains 4 tabs. Tab A contains the name and address of each laboratory as well as the contact information for scheduling the medical center Industry Day sessions. Tab B provides the existing instrumentation for each lab along with draft technical requirements for the upcoming solicitation. Tab B1 contains current digital imaging equipment information as well as draft requirements. Tab C provides the annual estimated testing volume for each laboratory. The list of participating laboratories, contact information, equipment requirements and/or estimated test volumes are subject to change prior to the posting of the competitive solicitation/RFQ. Contractors shall discuss the technical requirements and assess space available for each lab and inform of Contractor s instrumentation and technical capabilities/functionality to meet those requirements. This is an opportunity for each contractor to discuss equipment operation, technical features/capabilities, performance characteristics, maintenance requirements, data management functionality and connectivity with each laboratory specific to their requirements. Contractors shall also discuss site specifications including utilities, space requirements, and weight for each instrument model, slide maker stainers, automation line component, etc. Literature detailing the site specifications shall be provided in written or electronic format for the laboratory to retain for future reference. Although CAD drawings will not be provided, Contractors may take laboratory measurements. Any Contractor intending to use a digital measurement software and/or platform shall submit a request to Diyonne Williams, Contracting Specialist, at Diyonne.Williams@va.gov well in advance of the scheduled Industry Day for consideration and approval. The assigned Industry Day for each laboratory is provided in the table below. Contractors shall contact the individual point of contact listed for each medical center laboratory (Attachment A, Tab A, Column D) at the email address provided to schedule the time of their respective visit(s) for each date below. Visits may include webinars, presentations and/or videos and should last no longer than 60 minutes, which includes a start-up and shutdown period. These sessions should include the appropriate stakeholders for each laboratory. They shall also allow for virtual attendance/participation for CBOC staff during their respective medical center visits.
