Description
This contract action was not available for competition and as such was awarded on a sole source basis. The supporting rationale is as follows. Pennsylvania Department of Military and Veteran Affairs (DMVA) (Commonwealth of Pennsylvania) awarded a contract to SUMMIT FIRE & SECURITY LLC for the repair and replacement of the existing CCTV system and installation of 5 additional cameras. This includes the cost of material and equipment for associated work to be completed in accordance with the Performance Work Statement. Thr contract also provides for Galaxy Access Control System (ACS) Expansion. This includes the cost of material and equipment for associated work to be completed in accordance with the Performance Work Statement. The reason for the noncompetitive basis is the Mission Training Complex (MTC) is currently on an outdated Honeywell system consisting of 18 analog cameras spanning across four buildings. Cameras currently cover entrances to all buildings but have limited views of parking lots and walkways. Upgrading the existing cameras, and adding five additional cameras will provide the coverage needed to monitor additional designated areas. This CCTV replacement will increase the overall safety and security of the MTC cadre and Contractors. Not all of our offices and buildings are quipped with a badging system, the additional systems will increase the security of our buildings and equipment. Installation and integration of door status switches and ties in 5-3 and 5-5, will ensure the security of our buildings and equipment. National Guard Electronic Security System contractors are required to have completed the Electronic System Security Course at Camp Robinson, AR. The Master Cooperative Agreement with the Commonwealth states contractors without this certification are not permitted to install, maintain, or inspect Electronic Security Systems used in Army National Guard facilities which includes Closed Circuit Television (CCTV). Summit Fire & Security LLC has completed the required training and has an existing contract in place with the Commonwealth of Pennsylvania Department of Military and Veteran Affairs. Summit Fire & Security LLC is certified on the Bosch Systems and has the warranty responsibility on all added systems, maintenance agreement, software licenses, set up and programming responsibility for the existing CCTV systems. Summit Fire & Security LLC must handle ongoing additions to the system to maintain these and keep each intact. Securing another vendor creates the potential risk of procuring a proprietary system and services that is not compatible with the existing system.
