Sources Sought Number: W9127N26Q1B35 Agency: U.S. Army Corps of Engineers Location: USACE Portland District PSC: B509 Special Studies/analysis- Endangered Species: Plant/animal NAICS Code: 541690, Other Scientific and Technical Consulting Services Notice Type: Sources Sought USACE NWP, Columbia River Placement Site-Streaked Horned Lark Monitoring The purpose of this Sources Sought is for U.S. Army Corps of Engineers (USACE) informational/market research purposes only. This is not a solicitation nor a synopsis of a proposed action under FAR Subpart 5.2. USACE is seeking to identify firms capable of meeting the below outlined requirement. The federally listed Streaked Horned Lark (SHLA) occurs on dredged material deposition islands and mainland sites in the lower Columbia River. Many sites are on islands that are not connected with the mainland and require a boat or other means to access. In 2014 and 2024, U.S. Army Corps of Engineers (USACE) completed a consultation with U.S. Fish and Wildlife Services (USFWS) for effects to SHLA resulting from Columbia River channel maintenance activities. As part of the consultation, USACE is required to monitor SHLA and their habitats, evaluating population trends to confirm environment effects. The Contractor shall provide streaked horned lark monitoring services in accordance with the draft performance work statement (PWS) and the map of monitoring locations, which are attached to this notice. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work. The Period of Performance is anticipated to be 01 April 2026 through 31 March 2027 Location of Services. Multiple dredged material placement sites along the Lower Columbia River area between Astoria, OR and Vancouver, WA. Site access to a majority of the sites will require a boat. (See Attachment 02 Overall Site Map Draft) Information Submission: The submission should also include the following: Company Name, Cage Code, and Unique Entity Identifier (UEI). Company points of contact, phone number, and email address. Business size, as validated via the System for Award Administration (SAM) for the NAICS above. All offerors must register on the SAM located at http://www.sam.gov to be eligible for a federal contract award. Statement of Capability (SOC): Discuss skills, knowledge, and equipment required to demonstrate offeror would provide highly qualified biologists with demonstrated experience surveying and monitoring streaked horned larks and assessing occupancy and abundance. Describe recent and relevant experience within the last ten years providing SHLA monitoring services similar in scope and size to the attached draft PWS. providing SHLA monitoring services on islands in a large, fast-moving river. evaluating avian population trends over years. submitting data, field reports, final reports, and GIS files with metadata using best management practices. comparable to conducting surveys following methods and protocols in Pearson, S.F., M. Linders, I. Keren, H. Anderson, R. Moore, G. Slater, and A. Kreager. 2016. Survey protocols and strategies for assessing Streaked Horned Lark occupancy status, population abundance, and trends.
