Description
SUBJECT: Sources Sought for Commercial Interest in the OE35 Wave Energy Converter THIS IS A SOURCES SOUGHT NOTICE ONLY for the purpose of conducting a market survey for written information only. This is not a solicitation for proposals, and no contract will be awarded from this announcement. 1.0 INTRODUCTION The Department of the Navy, Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC), is conducting market research to identify qualified sources with commercial interest in acquiring the OE35, a 500-kilowatt (kW) wave energy converter (WEC). The device is owned by Ocean Energy USA LLC and is currently moored at the United States Navy�s Wave Energy Test Site (WETS) in K?ne�ohe Bay, Hawaii. The purpose of this notice is to determine the commercial viability and potential alternative uses/disposition pathways for this asset which has completed its testing program. 2.0 ASSET DESCRIPTION AND CAPABILITIES The OE35 WEC is a utility-scale device that uses the technologically mature Oscillating Water Column (OWC) concept built into a floating hull. Construction: The device is constructed from standard marine steel panels. As shown in the provided figure, the majority of the structure is submerged. Operation: The motion of the floating system and underwater wave pressure drives a Siemens air turbine to generate electricity. All power quality, control, and monitoring systems are housed in a machine room. There are no moving parts in the water. Potential Applications: The large primary buoyancy module has sufficient volume to house equipment for various applications, including: Utility Power: Utility grid power, offshore power requirements. Ocean Fuel Production: Hydrogen or Ammonia production. Carbon-Free Applications: Desalination, irrigation, and diesel replacement. Connected Ocean Missions: Data storage, ocean research, communications, and security. Performance Potential: Based on a typical West Coast annual wave resource of 35 kW/m, the estimated annual production for a single OE35 unit is approximately 775 MWh, equivalent to powering around 720 homes or producing 33,484 lbs of green hydrogen. 3.0 REQUIREMENT AND RESPONSIBILITIES The Government is seeking to identify parties interested in acquiring the OE35 WEC. Interested parties will be fully responsible for providing all necessary resources to uninstall, remove, and transport the OE35 WEC from the WETS facility to their destination of preference. Deployment, operation, and recovery can be completed using standard tugs and marine vessels. The North American Industry Classification System (NAICS) codes anticipated for this type of work could include, but are not limited to: 221118: Other Electric Power Generation 336611: Ship Building and Repairing 562910: Remediation Services (for salvage and removal) 4.0 SUBMISSION REQUIREMENTS Interested parties are invited to submit a Capabilities Statement of no more than five (5) pages, demonstrating their interest and ability to acquire this device. The statement should include: Company Information: Company name, address, CAGE code, and Unique Entity Identifier (UEI). Point of Contact: Name, title, phone number, and email address. High-Level Approach: A brief description of your organization's interest and intended use or disposition plan for the OE35 WEC. Relevant Past Performance: Descriptions of up to three projects within the last five years that demonstrate experience in relevant areas, such as marine salvage, operation of renewable energy devices, or large-scale marine engineering projects. 5.0 RESPONSE SUBMISSION Responses should be submitted via email to Matthew Duong via email at matthew.h.duong.civ@us.navy.mil no later than 2:00 PM PST on 16 February 2026. Please use the subject line: ""Response to Sources Sought Notice for OE35 WEC"". Since this is a Sources Sought Notice, no debrief, evaluation letters, and/or results shall be issued to participants. No reimbursement shall be made for any costs associated with providing information in response to this announcement or any requests for follow-up information. This notice shall not be construed as a commitment by the Government for any purpose other than market research. Respondents shall not be notified with the results of the research. No telephone calls shall be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. All data in response to this Sources Sought Synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the Government.
