Description
The Administrative Office of the United States Courts (AO) is issuing a Request for Information (RFI) FOR INFORMATION FOR PLANNING PURPOSES ONLY. As part of its market research, the Administrative Offices of the U.S. Courts is issuing this RFI to determine the interested contractors capable of the scope of the requirement in the draft Statement of Work (SOW) and to receive any questions or concerns regarding the draft requirements listed in the attached SOWs. This requirement is for a contractor to provide the following services: The Defender Services Office (DSO) seeks to obtain 750 licenses of a Courtroom Presentation Software for use by Federal Defender Organizations (FDO) offices and Criminal Justice Act (CJA) panel attorneys. This software will allow end-users to organize and present case materials, including large multi-page documents and multimedia files, during federal criminal trials and hearings. This requires software with the ability to import, organize, and display data from multiple sources and in various formats during different phases of litigation. Users need the ability to create on-the-fly enlargements, highlights, and other annotations on displayed items, with support for showing multiple items at the same time. In addition, the software must function without internet access, as presentations often occur in locations without connectivity. The courtroom Presentation Software shall be a commercial off-the-shelf (COTS) on-premises software that displays digital exhibits and electronic files, provided through discovery or obtained from third party investigation. This software must be able to handle files regardless of format, language, or volume. This solution is essential for FDO offices and CJA panel attorneys who need to present case-related materials to judges, jurors, and witnesses in courtrooms, similar to what the Department of Justice attorneys can do with their software. See the attached SOW for more information. However, please note, the attached draft SOW is subject to change in any final version issued as part of an official solicitation. The AO is seeking information from possible vendors to include: Names of interested parties. Please provide company information to include: Name of Company Address Company Point of Contact to include telephone number and email address SAM UEI number (An offeror must have a UEI number and be registered in the System for Award Management at the time of award.) The intended North American Industry Classification System (NACIS) code to solicit proposals is 513210 � Software Publishers. Is there a better suited NAICS code? If so, please provide the NAICS code and the reason you feel it would be a better code. Can this requirement, as described in the draft SOW, be accomplished as stated? What is your experience/capability to successfully perform the work as described in the draft SOW? Please provide a Firm Fixed Price (FFP) pricing estimate for a 12-month base year, four 12-month option years, and one 6-month extension period. The AO's intent is to award a FFP contract based on the BPA SOW requirements. If this is not how these services are typically priced, please provide information detailing how the required services are typically priced (to include contract type, any required labor categories, etc.). What is your company�s proposed CLIN structure for this requirement? How should payments be made under the subject contract (i.e., monthly usage, Firm Fixed Price up front up front, etc.)? What other information would be necessary to have to prepare a proposal? What are your questions and concerns regarding the draft SOW? Is there anything in the SOW that would need to be developed or is not part of your commercial software? All responses need to be sent in writing via email to Candace Browne at candace_browne@ao.uscourts.gov with a cc to David_Kelley@ao.uscourts.gov. Please submit requested information by 2:00 PM (Eastern) on Friday, February 06, 2026. Based on responses received, the Government reserves the right to have conversations with those vendors that responded and appear to have the capability to perform this requirement to further discuss it for market research purposes. This RFI is only for the purpose of identifying potential sources as part of market research. No solicitation exists; therefore, do not request a copy of the solicitation. Responses will be used for the purpose of market research to obtain viability of the requirement, estimated pricing, and request comments/suggestions/questions regarding the draft solicitation. Responses to this RFI will not be considered proposals on which the Judiciary can issue any contracts. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Proposals (RFP). All information received in response to this RFI marked ""Proprietary"" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. The Judiciary will not pay for information received in response to this RFI. There is no commitment by the Judiciary to issue an RFP, make an award, or to be responsible for any monies expended by industry for responses to this RFI. To fully comprehend the information contained within a response to this RFI, there may be a need to seek further clarification from those respondent(s) identified as capable. This clarification may be requested in the form of brief verbal communication by telephone; written communication; electronic communication; or a request for a presentation of the response. The Judiciary reserves the right to seek additional information from those vendors identified with unique solutions that are determined to be beneficial to the Judiciary. Provision 2-1 Request for Information or Solicitation for Planning Purposes (JAN 2003) is applicable to this RFI. See the full text below. The judiciary does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. Although ""offer"" and ""offeror"" are used in this Request for Information, your response will be treated as information only. It will not be used as an offer.
