Description
The FPAC (Farm Production and Conservation) Natural Resources Conservation Service (NRCS) enables the agency to deliver its conservation mission. They support planning and implementing conservation practices, managing program contracts and agreements, collecting and analyzing natural resource, water, and climate data, and tracking operational performance. Additionally, they ensure secure document management and facilitate science-based decision-making for both internal operations and public programs. On behalf of NRCS, the FPAC Business Center (BC) Information Solutions Division (ISD) operates and maintains the supporting complex IT ecosystem consisting of more than 200 components, including web services, databases, front-end applications, back-end services, and infrastructure. These systems are foundational to NRCS mission delivery and must remain continuously available, secure, and compliant. The purpose of this requirement is for Operations and Maintenance (O&M) of NRCS IT systems to ensure availability, reliability, security, maintainability, compliance, and operational resilience. O&M also includes necessary modifications to support FPAC strategic goals to streamline operations, reduce O&M costs and/or to support Government-led modernization initiatives. This effort covers all NRCS systems for Operations & Maintenance (O&M), ensuring continuity of operations and stability of existing solutions. The Contractor shall deliver explicit Development, Modernization, and Enhancement (DM&E) for new feature delivery within those systems. Modernization activities will focus on improving existing NRCS systems. While the primary scope is NRCS, the Government may request the Contractor to extend well-functioning solutions to other FPAC agencies. In such cases, the Contractor shall apply existing solutions in alignment with FPAC governance and architecture standards. The Contractor may also contribute to broader FPAC modernization initiatives led by external teams, providing subject matter expertise, technical insights, and integration support as directed by the Government.
