Description
Title of Procurement High Definition (HD) Camera and Cables Purchase (MVSS-R) Nature of Procurement Action The Federal Aviation Administration Logistics Center (FAALC) requires the purchase of Mobile Video Surveillance System with Radar (MVSS-R) HD Camera and cables. These cameras and cables will be used as spares and deployed to the United States Southern Border in support of the United States Customs and Border Protection Program (CBP). PVP is the only source that can provide the parts necessary to satisfy this requirement. PVP president confirmed that all their components and configurations are proprietary through an email dated November 3, 2025. Description of Supplies/Services This effort is to procure HD Cameras and cables through PVP for the MVSS-R. Part Numbers Description Quantity 115910 HD Camera Assembly 2 113109 Cable, SAP to Radar 3 112352 Cable, SAP to Camera 3 Authority Authority for single source procurement is provided by FAA Acquisition Management System (AMS) policy section 3.2.2.4. Rationale Supporting Use of a Single Source It is in the best interest of the FAALC to use a single source to purchase the HD Cameras and cables of the MVSS-R, because the subject requirement is based on the safety of the CBP agents and security of U.S. southern border. Utilization of this sole source justification avoids excessive delays to permit open competition, collection of quotes, the evaluation of market conditions and other necessary steps that may cause an increase to the cost of the procurement. Impact. If this single source service cannot be provided it will impact the national security of the United States and the security of the CBP agents. CBP�s mission readiness of protecting the U.S. borders will also be impacted. These impacts cannot be tolerated. Specialized Expertise. As PVP designed and produced this HD Camera model and cables, PVP is the only source that has the capability of successfully providing this material. If the FAALC were to pursue another source, there is a potential that the cameras would not be configured correctly. This would require PVP to provide a re-work of what another vendor had tried to accomplish Standardization. As the HD Camera configuration and software are proprietary to PVP, it is necessary to use the parts and services that are the same form, fit, and function for replacement. The HD Camera is critical to the operational availability of the Mobile Video Surveillance System � Radar (MVSS-R) version. Any degradation of performance, or incompatibility of configuration/software, could have detrimental impacts on U.S. border security. CBP, nor the FAALC, maintains the technical ability to integrate parts into this system that is not currently in the system configuration baseline. As such, there are no existing Government processes to qualify additional sources for the manufacture of compatible spare parts for existing PVP components. Patents, Proprietary Data, and Unique Items. PVP is the only known source that can provide the required HD Camera and cables as the software and configuration are proprietary to PVP and only PVP has the specifications information. PVP president confirmed that all their components and configurations are proprietary through an email dated November 3, 2025. When these systems were procured, the Government did not purchase all necessary technical, logistics, and maintenance data needed to manufacture the camera and cables. The data and knowledge necessary to manufacture the camera and cables within the MVSS-R systems is the exclusive proprietary property of PVP. PVP has not licensed this data or knowledge to any other vendors. PVP will not sell or otherwise provide data, knowledge, or other intellectual property necessary to compete the required support. Market Analysis An Internet search was conducted by the Requiring Organization (AJW-L500) to see if any other sources could be located, to which no other sources could be located. A market survey was posted to sam.gov with a closing date of May 13, 2025. This market survey was for HD camera purchase and repair. Two potential offerors responded to the market survey by none of the respondents provided the requested information in the market survey. Furthermore, these two vendors do not have access to original equipment manufacturer (OEM) proprietary data. Other Facts Supporting Use of Single Source The single source nature of the required services from PVP is not anticipated to change during the life of the system. CBP estimates the life of the MVSS-R system will be in use for at least five more years. The proprietary camera and cables will be used in these systems until they are deactivated. If there is a future requirement for the same material the FAALC will reengage industry through market research to determine if the market has changed.
