Description
Pre-Award Synopsis The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a contract to General Atomics (GA), San Diego, CA. This contract is for the procurement of Electromagnetic Aircraft Launch System (EMALS) and Advanced Arresting Gear (AAG) Sustainment Spares, in support of In-Service Ford Class Carriers to maintain and sustain system availability objectives. This contract will provide the avenue for the Contractor to manufacture, build, test and deliver spares in support of In-Service Ford Class Carriers. The anticipated contract award date is July 2026, with ordering up through Fiscal Year 2027, to include options. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S. Code 3204(a)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements�. As the sole designer, developer and manufacturer of AAG and EMALS, GA is the only responsible source with the access, unique knowledge, experience, special skills, facilities, critical manufacturing processes, special tooling, and technical data, to include specifications and product engineering design data, required to fulfill the AAG and EMALS in-service spares manufacturing requirements and award to another source would result in substantial duplication of costs and unacceptable delays in fulfilling the agency�s requirements. Further, NAVAIR does not have an adequate technical data package suitable for competitive procurement of the manufacturing and testing required. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
