- THE FEDERAL AVIATION ADMINISTRATION LOGISTICS CENTER (FAALC) IS CONDUCTING A COMPREHENSIVE MARKET SURVEY TO IDENTIFY BUSINESSES CAPABLE OF PROVIDING ADVANCED DATA MODERNIZATION AND ARTIFICIAL INTELLIGENCE (AI) INTEGRATION SERVICES. THIS INITIATIVE IS CRUCIAL FOR ENHANCING THE FAALC'S TECHNOLOGICAL INFRASTRUCTURE. OUR GOAL IS TO ESTABLISH A SECURE, SCALABLE DATA INTEGRATION AND ANALYTICS PLATFORM THAT CAN ACCOMMODATE VARIOUS DATA SOURCES WHILE ALIGNING WITH OUR MODERNIZATION OBJECTIVES. Please note that this market survey is intended solely for information-gathering purposes. It is not a Screening Information Request (SIR) or Request for Proposal (RFP). Information submitted will remain confidential and proprietary information will be protected if appropriately marked. The FAA will not cover any costs incurred in responding to this survey; participation is at the vendors' own expense. Requirements: The FAALC mandates that the software be fully compliant with federal policies on AI adoption and governance, including Executive Orders 13859, 13960, and 14319, as well as Office of Management and Budget (OMB) Memoranda M-21-06 and M-26-04. This ensures that AI capabilities are trustworthy, lawful, purposeful, performance-driven, accurate, secure, resilient, and fully auditable with governance controls, while adhering to federal principles of truth-seeking, transparency, and ideological neutrality. The platform must be deployment ready at the time of contract issuance and should have evidence of successful, similar deployments. Businesses are required to demonstrate their ability to integrate Foundry software and services, ensuring efficient data management, real-time processing, and compliance with federal regulations. The FAALC needs a system to be able to provide an appropriate FDE Model (Forward-Deployed Engineers) to understand their unique problems and build tailored solutions on the spot, acting as a consultant as well as a tech provider. In addition, the system should act as an ontology-driven Foundry Operating System unifying complex, siloed data into a single, actionable model. The North American Industry Classification System (NAICS) codes and size standards for this effort: NAICS � 541512, Computer Systems Design Services Size Standard � $34.0 Scope: Develop a scalable analytics platform for advanced data analysis, predictive modeling, and machine learning applications. AI integration to enhance decision-making and adaptability to evolving FAA requirements, with training and support provided. Ensure seamless data sharing while maintaining data integrity and security. Configure the platform for internal analytics and assignment tracking to support collaboration across various functions, including maintenance, financial management, program management, and contracting actions. A platform with proven reliability in managing aviation safety, government contracting, and financial data systems. Submission Requirements: Capability Statement: Detailed description of similar projects and procurement/service fulfillment. Information on previous contracts and awards, including types, dollar amounts, and performance details. Statement of interest and capabilities in data modernization and AI integration. Programmatic Approach: Provide rough orders of magnitude (ROM) for cost estimates. Key Areas of Interest: An ontology-driven platform integrating data from different FAA systems into a unified ""operating system."" Proven functionality with other governmental systems (FAA).
