Description
1. Purpose The Transportation Security Administration (TSA) is issuing this Request for Information (RFI) to determine industry capabilities to provide specific 3D cameras, and/or related software needed to capture 3D scans of TSA spaces at airports. The objective is to assess solutions for creating accurate, digital representations of airport environments to support facility management, security planning, and operational efficiency. TSA spaces include, but are not limited to screening security checkpoints, Explosive Detection System (EDS) areas, Checked Baggage Resolution Areas (CBRA), On-Screen Resolution (OSR) rooms, and the Checked Baggage Inspection Systems (CBIS). 2. Background TSA would like to have the ability to view 3D images of some TSA spaces at airports to have a better visual of the areas when planning and reviewing airport�s requests for federal funding. TSA is not always able to capture the full extent of an airport�s system by email or phone calls. Interactive 3D images will be best when communicating, planning, and executing projects at airports. 3. Scope of Scanning Activities TSA is interested in solutions that can provide the following: High-resolution 3D scans of screening security checkpoints, EDS area, CBIS, CBRA, and OSR room at each federalized airport. Creation of digital twins or immersive models for visualization, measurement, and planning. Integration with existing facility management and security systems. Secure handling of sensitive data in compliance with federal security requirements. Onsite scanning with minimal to no disruption to airport operations. Delivery of data in standard formats (compatible with Microsoft, SharePoint, and Adobe). 4. Goals and Benefits The primary goals of this RFI are to: Enhance situational awareness and operational planning through accurate digital models of airport spaces. Improve facility management, maintenance, and space utilization. Support security assessments and emergency preparedness by providing detailed spatial data. Facilitate efficient collaboration among TSA personnel and stakeholders using immersive visualization tools. Reduce manual documentation efforts and minimize errors in facility records. Ensure compliance with federal security and data management requirements. 5. Data Storage and Security Requirements All scanned data and digital models must be stored on TSA-designated servers. No scanned data may be retained, stored, or processed on vendor or third-party servers. Solutions must ensure secure transfer and storage of all data in accordance with TSA and federal security policies. 6. Information Requested Respondents are requested to provide the following information: Company profile and relevant experience with 3D scanning in airport or similar environments. Description of available 3D scanning technologies (e.g., terrestrial laser scanning, mobile mapping, photogrammetry). Data security and privacy measures, including compliance with federal standards. Typical project timelines and capacity for large-scale scanning. How long a scan takes for an area if the area is about 800 square feet or 88 x 12 area. What 3D scanning cameras and software are used? What is the cost of these materials? Sample deliverables and data formats. Integration capabilities with facility management or security systems. Any additional value-added services (e.g., data analysis, visualization platforms). Detailed rough order of magnitude (ROM) cost estimates. Must include labor rates, travel, and any other expenses, if available. 7. Submission Instructions Interested parties should submit responses electronically in PDF format to Jessica.Seay@tsa.dhs.gov no later than (NLT) 3PM ET on March 12, 2026 with the Subject line: �RFI Response � 3D Scanning Services for TSA Airport Spaces� 8. Additional Notes This RFI is not a solicitation for procurement or contract. Responses will be used for market research purposes only. TSA may schedule follow-up meetings or site visits with selected respondents. Respondents may indicate information they consider proprietary or confidential. 9. Future Engagement TSA will use the information provided to determine next steps. Respondents are encouraged to offer suggestions for 3D scanning services frameworks, collaborative models, materials, software, and metrics TSA should consider in evaluating 3D scanning services and products.
