Description

INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the design-bid-build construction project #674A4-21-700, EHRM Infrastructure Upgrades Construction at the Doris Miller VA Medical Center (VAMC) located at 4800 Memorial Drive, Waco, TX 76711. PROJECT DESCRIPTION The Doris Miller VAMC is seeking a general contractor to provide all necessary tools, labor, materials, equipment, permits, license, supervision, and quality control for EHRM Infrastructure Upgrades Waco, TX at the Doris Miller VA Medical Center, in accordance with the drawings and specifications. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for EHRM Infrastructure Upgrades as required by drawings and specifications. Work includes general construction, alterations, roads, walks, grading, drainage, necessary removal of existing materials and construction and certain other items as defined in the bid documents. This project will upgrade the facility infrastructure to support the new Electronic Health Record Modernization (EHRM) system in accordance with VA OEHRM Site Infrastructure Requirements (provided by VHA). The scope of this project includes but not limited to the following infrastructure improvements: Electrical (electrical panel upgrade, power (normal, emergency)), Bonding, UPS, Building Management System interfaces, assess for new and upgrades to existing HVAC, reconfiguration, expansion and renovation of existing space (demo, new construction, finishes), communication infrastructure (new Data outlets, patch panels, upgrade to Cat 6Acable) in buildings as necessary, physical security upgrades, assess and upgrade fiber infrastructure backbone campus wide within buildings and between buildings, hazardous material abatement. Project Building locations include Buildings 2, 4, 5, 6, 7, 8, 10, 11, 15,16, 18, 24, 90, 91, 92, 93,94, 00, 189, 202, 219, 221, 224, 225, 226 and site. ADMINISTRATIVE The solicitation will be issued as a Request for Proposals (RFP) conducted in accordance with FAR part 15 and will be evaluated in accordance with the tradeoff procedures listed in the solicitation. The solicitation will be issued as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in mid to late February 2026. The period of performance is approximately 730 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers.
