Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The intended contract is a firm-fixed price. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide a shielded x-ray cabinet as outlined below in support of the Veterans Health Administration, VA Portland Health Care System, 3710 SW U.S. Veterans Hospital Road, Portland, OR 97239-2964. Potential candidates having the capabilities necessary to provide for this requirement at a fair and reasonable price are invited to respond to this Sources Sought Notice via e-mail to Jennifer Robles at jennifer.robles1@va.gov no later than February 16, 2026, 1PM, Mountain Time. No telephone inquiries will be accepted. RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: Company name, address, SAM UEI, and business size; point of contact name, phone number, and e-mail address; whether services are presently offered on a current GSA Federal Supply Schedule contract, NASA SEWP, or any other Federal contract. NAICS Code 517112 with size standard of 1,500 employees, is applicable to determine business size standard. Any questions or concerns may also be directed via email to Jennifer Robles at jennifer.robles1@va.gov. Telephone inquiries will not be accepted. Background. This contract requires a shielded x-ray cabinet with similar physical characteristics as the X-RAD 320 to replace the facilities existing XRAD, which is non-functional and beyond repair. This system is required for the VA Portland Health Care System research program. The system shall deliver doses of radiation to living biological (research) specimens, including cells in culture and small animals. Irradiation of specimens is a common technique required for many studies performed in immunology-focused research laboratories. The system shall provide these radiation doses through the use of safer gamma x-rays rather than an isotopic source like cesium gamma irradiation. Scope. Contractor shall provide all necessary equipment, labor, materials and supervision to cover the procurement, shipping, and installation of a new machine. Salient characteristics: X ray cabinet must have: Shielded x-ray cabinet conforming to FDA CFR 1020.40 4kW 320kV Metal ceramic tube and high-frequency/high stability x-ray generator Cooler (air to water or water to air) Password protected multi-user control Video monitoring of specimen Remote diagnostics and software updates Adjustable multi-position shelf Filter/collimiator holder, filter recognition (2) beam conditioning filters Required options: Dose measurement and control Programmable motorized shelf with turntable Adjustable variable collimator Contractor must provide: Installation and application training Decommissioning of existing unit Specific Tasks. The system will be installed in Building 103 E147, where it will replace the existing XRAD machine that has reached the end of its functional and serviceable life. Performance Monitoring (if applicable). The VA Portland onsite facility POC will inspect the equipment after delivery to ensure it meets the salient characteristics and requirements. Annual performance monitoring will also be completed, and staff will be encouraged to provide the VA Portland on-site facility POC with status updates on the equipment, and if there are any issues to address. The VA Portland onsite facility POC will also attend the annual service and be present to review any issues with the vendor. Security Requirements. The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No GFE will be provided for this requirement. Other Pertinent Information or Special Considerations. Contractor must have specialized experience with the equipment and servicing to provide thorough and comprehensive installation as well as identifying any issues and addressing any concerns or malfunctions about the equipment once installed. Inspection and Acceptance Criteria. The VA Portland onsite facility POC is responsible for certifying that the work done under the contract is performed to time and standard. They are also responsible to assure the inspection and acceptance of products provided incidental to services. The VA Portland onsite facility POC will be present at installation, as well as period quarterly checks on the equipment and query staff about its performance. Risk Control. Vendor staff will be escorted by VA personnel, and VA staff who use the proposed system will follow protocol for utilizing the machine to the proper standards. Place of Performance. The proposed system will be installed in Building 103, E147, where it will replace the existing XRAD machine that has reached the end of its functional and serviceable life. Delivery Schedule. Delivery required within 90 days of award. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. The Government will treat any information received as proprietary and will not share such information with other companies. Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government may or may not issue a solicitation as a result of this announcement. There is no solicitation available at this time.
