- **ALL PROPOSALS MUST BE SUBMITTED THROUGH COUPA eSOURCING ** Proposals are requested for a RoofReplacement - Areas A, B, B1 & I project, at USPS owned Dulles P&DC, 44715 Prentice Dr, Dulles, VA 20101-9998, LoudounCounty. Work will be completed in accordance with the attached specifications, drawings and other solicitation documents. An award for this requirement is contingent upon funding approval which is anticipated to be received during the evaluation phase of this project. Estimated cost of the work is between $6,500,000.00 TO $7,500,000.00; with construction completion no later than Two hundred and seventy (270) calendar days after receipt of the Notice to Proceed. A pre-proposal meeting for this project will be held on February 26, 2026 at 10:30 amlocal time, (local time) on site. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting Jeff Eickenhorst, Manager Maintenance, at 571-262-9671. Technical inquiries are to be addressed to Project architect-Engineer Brett Risher, ROTH Bros. Inc., at 805-433-4478, or the USPS Project Manager, David Scott at david.l.scott3@usps.gov Requests for Information (RFI) must be submitted to Project Architect-Engineer Brett Risher, ROTH Bros. Inc., at Brett.Risher@sodexo.com by 3:00M pm, March 6, 2026. Reponses are expected to be issued by March 13, 2026. The Postal Service is more concerned with making an award at the lowest overall price than obtaining superior technical or management features. However, the Postal Service may not necessarily make an award a the lowest price in order to achieve a small price savings if better value can be achieved with superior technical or management features. The benefits of a higher priced proposal may merit a higher price.
