This is a SOURCES SOUGHT announcement only. It is neither a solicitation announcement nor a request for proposal or quote and does not obligate the Government to award a contract. Responses to this Sources Sought must be in writing. Point of Contact for this Sources Sought is: veronica.flores@va.gov Department of Veterans Affairs Network Contracting Office -15 3450 S. 4th Street Trafficway Leavenworth, KS. 66048� STATEMENT OF WORK The purpose of this requirement is software maintenance, support and analytics for BD CareFusion Alaris Infusion Systems. All software and server support and maintenance supplied must be 100% functionally compatible with existing CareFusion Alaris Systems, including infusion device and server management, software, and reporting capabilities as well as all current and future electronic medical records (VistA and Oracle Health). Smart pump technology incorporates software to assure infusion patient safety and consistent, high-quality care that supports real-time continuous quality improvement. SERVICE SUPPORT TO BE PROVIDED: This request is for a base plus 4 option year contract with the service delineated as follows: Base Year Alaris Support Program Option Year 1 Alaris Support Program Option Year 2 Alaris Support Program and Alaris Technical Environment Implementation services, server deployment and EMR pre-population of Infusion Parameters with Infusion Status Interoperability Option Year 3 Alaris Support Program and Alaris Support Program for Interoperability Option Year 4 - Alaris Support Program and Alaris Support Program for Interoperability The Alaris Support Program shall offer: Remote Support Services (RSS), Tech Support during regular business hours, software and server hardware updates and upgrades, regular vulnerability patching, and project management. It should include access to BD Knowledge Portal for Infusion Technologies, at minimum access to reports quarterly. Access to software used to manage preventative maintenance for infusion pumps. Infusion Data Workshop Tuition Waiver 2 seats per year Remote Data Support Annual Service Tokens 2 tokens per 500 PCU units which can be redeemed for Compliance Rounds, Nurse Education, Remote or Online Pharmacy Consultations, Data Workshops, Biomedical training or seminars, or Remote Server Support. The Alaris Support Program for Interoperability shall offer: Remote Support Services (RSS), 24/7 Tech Support, software and server hardware updates and upgrades, regular vulnerability patching, and project management. Infusion Data Workshop Tuition Waiver 1 seat per year Remote Data and Practice Support Integrated Solutions Support The Alaris Technical Environment Implementation should result in full Infusion Management and Smart Pump Programming interoperability with Oracle Health. Oracle Health has three applications that are related to infusion pumps: Infusion Management, Smart Pump Programming, and CareAware Event Management (AlertLink). VISN 15 Requires Infusion Management and Smart Pump Programming as defined: Infusion Management Enhanced nursing workflow Helps reduce time documenting infusion information Provide nursing unit view that projects next steps related to replacing infusions Review infusion data in context of other data such as hemodynamics, vital signs and Intake and Output Improve patient care and assist to improve safety Allow physicians to understand context of patient conditions with near real-time trends Helps to improve efficiencies between hospital units through proactive management of infusions Automates the five rights process via barcode scanning at the point-of-care Decrease the chance of wasted medications Collect near real-time data to perform just in time compounding and dispensing Projected priority work list, displaying volume data for both volumes to be infused compared with ordered volume within the pharmacy views The criteria for Infusion Management® validation include: Assurance that the correct data is available from the pump for review, allowing clinician verification of dose, rate, and volume. Smart Pump Programming With Oracle Health s bar code scanning offering, MillenniumPOC (point of care), the clinician scans the patient s wristband, IV bag and smart pump. The medication order parameters are then transmitted through the CareAware iBus® and wirelessly populated to the scanned pump or syringe module. The clinician confirms the settings prior to starting the infusion. Decreasing the manual key entries to program the pump ensures that the IV medication is delivered at the right prescribed rate and increases smart pump safety software compliance. Device connectivity Behind the scenes, Oracle Health s device connectivity platform, CareAware iBus, allows patient information to flow bidirectionally from the infusion pump into the EHR. Patient monitoring With these connections established, clients improve monitoring and patient surveillance by correlating infusion data with near real-time patient information from bedside devices. The criteria for Smart Pump® validation include: The pump can accept an order and return affirmation that the pump has started an infusion. The order must be presented to the nurse and show rate, volume, and concentration.
