Special notice of Intent to Sole Source Project Title: Home Station medical Response (HSMR) Sustainment Operations for AFMS (SOAR) Exercise and Training Services Reference Number: FA564126Q0001 The 764 ESS, Ramstein AFB, Germany, hereby submits an intent to award a sole source notice. The Government intends to award a firm-fixed-priced contract to A6A Associates under FAR 13.106-1(b)(1)(i) for Medical Contingency Response Plan and Home Station Medical Response Readiness (HSMR) capabilities within all USAFE. This procurement action is being conducted in accordance with FAR 13.106-1(b)(1)(i). An extended description of the product being acquired is as follows: The required service is a comprehensive, two-day medical readiness training program meticulously designed to equip Air Force Medical Treatment Facilities (MTFs) with the skills and knowledge necessary to achieve and maintain optimal readiness for all-hazards emergencies. The training's primary objective is to sustain and enhance both the Medical Contingency Response Plan and Home Station Medical Response Readiness (HSMR) capabilities within the MTFs. This training must be executed in full compliance with stringent regulatory and procedural guidelines, specifically: Defense Health Agency (DHA) Administrative Instruction 6055.02, DoDI 6200.03, AFI 10-2501, AFI 10-2519, AFI 41-106, and AFTTP 3-42.32. The program will provide Air Force leaders and staff with the knowledge of USAF and Air Force Medical Service (AFMS) procedures for effective medical response to installation incidents. A critical element of the training is enhancing performance assessment capabilities through the comprehensive implementation and reinforcement of the Response Training and Assessment Program (RTAP) tools. This empowers team chiefs to systematically evaluate the performance of their MCRP teams against established mission requirements and the defined Concept of Operations (CONOPS). The training will emphasize the practical application and thorough analysis of RTAP results, enabling the identification of specific areas requiring improvement and facilitating targeted corrective actions. The training program further provides robust support to Air Force MTFs in adapting to the evolving landscape of Emergency Management requirements, including HSMR, Chemical, Biological, Radiological, and Nuclear (C-CBRN) defense, and Public Health Emergencies. The training encompasses a detailed assessment of MTF capabilities across the all-hazards spectrum. This is achieved through targeted training and realistic exercise scenarios in key areas, including (but not limited to): Mass Prophylaxis Point of Dispensing (POD) exercises Public Health Team Training (including Session II) Foodborne Illness Investigation Exercises Bioenvironmental Engineering Training White Powder Response Drills POD Walk Through Sessions Biological Agent Response Tabletop Exercises Medical Control Center (MCC) Operations Medical Command and Control (C2) and Patient Tracking Exercises Field Response Team Training Disaster Mental Health Team Training Triage Team Training Clinical Team Training Aircraft Mishap Full-Scale Exercises Active Shooter Awareness Training Evacuation and Shelter-In-Place Healthcare Setting procedures MTF Recall and Accountability Drills Mass Warning Notification Tabletop Exercises (including Mass Warning Notification System Protocols) Active Shooter Full Scale Exercises First Receivers Awareness Training First Receivers Operations Training C-CBRN Mass Casualty Full-Scale Exercises MTF Operations in a CBRN Environment Continuity of Operations (COOP) Planning Workshops and Tabletop Exercises Hospital Incident Command System (HICS) Training Patient Evacuation Full-Scale Exercises Additionally, A6A Associates will implement their SOAR Program (Sustainment Operations for AFMS Responders). A6A Associates is the sole provider of the SOAR training platform within the commercial marketplace. The SOAR concept includes several proprietary and unique methodologies and tools designed by A6A, including: The CODE SILVER tabletop exercise methodology Scenario-specific process (chemical, aircraft mishap, public health emergency) analytical patient tracking and proprietary scientifically-developed casualty/patient simulation cards The SOAR HSMR Exercise Outcomes process (chemical, aircraft mishap, public health emergency). *This notice does not constitute a solicitation document. Requests for such documents will not be considered. However, all information received after publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will be evaluated as to confirm or deny the decision to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. The Government will not pay for information received. Firms who desire to challenge this sole source action must submit an interest letter (email is acceptable) that demonstrates technical expertise, certifications, and authorization to compete for this acquisition. The letter must describe clear and convincing evidence that competition would be advantageous to the Government and will not be cost or time prohibitive.* A6A Associates is the proprietary owner and sole provider of the SOAR training platform within the commercial marketplace and does not have authorized resellers. The concept within the SOAR program includes several proprietary and unique methodologies and tools designed by A6A. These include: The CODE SILVER tabletop exercise methodology; Scenario-specific process (chemical, aircraft mishap, public health emergency) analytical patient tracking and proprietary scientifically-developed casualty/patient simulation cards; The SOAR HSMR Exercise Outcomes process (chemical, aircraft mishap, public health emergency). A6A is the only company with the qualifications to deliver a SOAR training. No other company possesses the concept, the materials, the experience and the proprietary methodologies. Market research was conducted and it has confirmed that the above company is able to meet the government's needs. Accordingly, a sole source award will be made to A6A Associates.
