Description
This Notice of Intent is issued in accordance with FAR Subpart 5.101 and announces the U.S. Embassy Kyivs intent to award a sole source, firm-fixed-price purchase order under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice is for informational purposes only and is not a request for competitive quotes or proposals. The U.S. Embassy Kyiv intends to award the contract to Limited Liability Company ROBOTICS DISTRIBUTION (Ukraine) for the supply and installation of one (1) EcoFlow PowerOcean Home Battery Backup system in a U.S. Embassy Kyiv leased residential apartment. The system will be a three-phase configuration with a 12 kW inverter and a minimum 45 kWh capacity, utilizing LiFePO4 battery chemistry, and including a valid manufacturer warranty covering both equipment and installation. The anticipated maximum value of this procurement shall not exceed USD 30,000. The system must comply with local electrical and safety standards (220 VAC, 50 Hz, three-phase), fit existing space constraints, and support residential power needs during rolling blackout conditions. Battery backup systems are required as generators cannot be installed in leased apartments.Market research and operational testing determined that EcoFlow is the only solution capable of meeting Embassy requirements for sustained power load, capacity, space limitations, centralized management, warranty support, and interoperability with existing Embassy residential battery systems. Other evaluated brands failed to meet one or more technical, warranty, or long-term service support requirements. Standardization on EcoFlow ensures operational reliability, reduced maintenance costs, and long-term sustainability. The applicable North American Industry Classification System (NAICS) code for this requirement is 335910 Battery Manufacturing. All responsible sources may submit a capability statement demonstrating the ability to meet the Governments requirements by February 13, 2026, at 12:00 pm (Kyiv local time) to kyivsolicitation@state.gov. The Government will consider all responses received prior to award; however, the determination not to compete this requirement remains solely at the discretion of the Government.
