- Description
- The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement to acquire Electrical Services under a Blanket Purchase Agreement (BPA). The Pittsburgh District jurisdiction includes 22 navigation locks and dams and 16 multi-purpose flood-damage reduction reservoirs, a remote operations site, and a maintenance and repair facility, all located in Pennsylvania, Ohio and West Virginia. This BPA could also be used for sites within the geographic boundaries of the Great Lakes and Ohio River Division. The intent of the Blanket Purchase Agreement is to provide the Government with a cost-effective rapid-response method to maintain the facilities within the U.S. Army Corps of Engineers (USACE) Pittsburgh District. Services will be requested through purchases made under this BPA that shall be referred to as Calls. The work covered under this Blanket Purchase Agreement may include (but is not limited to) the following major tasks (or combinations of tasks): Provide 24/7 emergency support and regular maintenance, repair, installation, upgrades, troubleshooting, and related services for the following commercial and industrial systems: All components and equipment such as overcurrent protection, disconnects, switchgear, wiring, branch circuit devices, panels, motor control centers, conduits, fixtures, etc. related to DC and AC power distribution that primarily consists of 24 VDC and 120/240/277/480 VAC, and on occasion up to 2,400 VAC. Utility pole equipment including cutoff fuses. Interior and exterior lighting to include emergency lighting, high mast, and pole mounted fixtures. Transformers, reactors, rectifiers, and regulators. Power conditioning equipment. Automatic transfer switches. Generators, louvers, and supporting equipment. Specialty systems such as renewable energy sources (solar), battery storage systems, fire alarm, building management systems, vehicular gate operating equipment, cranes, hoists, lightening protection systems, etc. Electronic security systems such as building and gate access, sensory, and cameras. Wiring and instrumentation of large scale electrical-mechanical equipment. Fiber optic, coax, and ethernet cabling. Industrial control systems with includes relay cabinets, PLC driven systems, IO, VFDs, soft starts, transducers, instrumentation, sensors, reactors, amplifiers, rectifiers, etc. Conduct the inspection, testing, and/or commissioning of work performed, in addition to the systems listed in line item 1. Provide trenching and excavating services of/for underground duct banks, conduit, and cabling. Provide temporary power generation with hookup connection and disconnection in the cases of emergency. Support for preventative maintenance tasks such as thermographic surveys, megger testing, cleaning of panels/heaters/conditioning units, cabinets, lighting, testing of emergency lighting, etc. Provide non-destructive testing services such as thermal imaging, insulation resistance, earth fault impedance/ground resistance, residual current, dielectric strength, VLF (very low frequency), selective power monitoring, and generator load bank testing. Provide overcurrent protection and protective instruments and relays testing onsite/offsite. Work performed to include minor carpentry/concrete work with the related work above. Selected BPA holders are expected to comply with all technical, safety and security requirements required in the BPA and individual BPA Calls. The establishment of the BPA does not imply any agreement on the part of the Government to place future Calls with any BPA holder. The Government makes no representation as to the number of Calls or actual amount of work to be ordered. The duration of this Blanket Purchase Agreement shall be Three (3) years, or upon reaching the BPA expiration. The Contractor shall furnish all labor, specialty equipment, and materials necessary to execute the Services for each BPA Call under this agreement.
