- PROJECT'S NAME: PACTOLA LOOP B CAMPGROUND RECONSTRUCTION PROJECT Questions are due by 9:00 a.m. Central Time on February 12, 2026; Quotes are due by 9:00 a.m. Central Time on March 10, 2026. Questions and Quotes shall be emailed by the due dates and time to the Contract Specialist, Janice King, at janice.king@usda.gov AND to the Conracting Officer, Lucas Dahlman at lucas.dahlman@usda.gov. See Attach 1 - Solicitation Terms and Conditions with its supporting Attachments, Attach 2 -15. Read each document in its entireity. Attachments are located in the Attachments/Links section. Solicitation Number 1240LT26Q0010 is being issued as a Request for Quotation for The Pactola Campground Loop B Construction Project. The Campground is on a Forest Service loop road adjacent to Pactola Reservoir. The road is approximately 14 ft wide. The road will be modified with curve widening and shaping for drainage and new surfacing. Generally, the road width will be 16� for one-way traffic and 24� for two-way traffic. A new 20 parking stall trailhead will be constructed for the Osprey Trail. The existing Osprey Trail trailhead will be repurposed as overflow and boat trailer parking serving Loop B. Furthermore, Loop B currently has 20 spurs that are primitive and poorly defined. The Campground will be improved to have a total of 36 camping spurs as Base Items. There is currently one Host Site, with power, water, and wastewater vault, located near the center of the campground. The Host Site and associated infrastructure will be relocated to the beginning of the Loop, for improved service to campers. The existing Host Site will become a �Volunteer Site� with upgraded water and electric service and continued use of the sewage vault; there is an Option Item to remove and replace the sewage vault with a new concrete vault. Water system work for this project consists of decommissioning the existing pumphouse and replacing it with a new precast concrete treatment building with upgraded plumbing and controls, replacing all the distribution piping and installing new hydrants. Plan sheets showing additional tent sites on the west side of Loop B and a toilet located in the infield of the Osprey Trailhead parking area are for future construction and will not be part of this contract. This is a Congressionally directed Great American Outdoors Act project that will make improvements to the road - to include design, construction and resurfacing. Pactola Campground Loop B will be reconstructed to increase capacity, improve the water system, and improve host sites with repaired sewage vaults. Camp sites will be designed for modern recreational vehicles using modern design and furnished with modern amenities. The Pactola Reservoir Campground is a seasonal campground operated from approximately mid-May to mid-September annually. The Campground has three Loops: A, B, and C. This project is for reconstruction of Loop B. The Project will be referred to as �Pactola Loop B CG� or �Loop B� throughout the Specifications and Contract documents. The water system at Pactola Reservoir Campground consists of a well with a submersible pump, steel below ground water storage tank, and distribution system with 7 points of use. This system is classified as a Transient Non-Community Public water system. The water system is in poor condition. The well needs pump controls, treatment system, and pump house are not functioning properly, are not compliant with codes and require replacement. The distribution system has numerous leaks, is in poor condition and requires replacement. The existing hydrants are not accessible and require upgrades. The stick-built pumphouse building is in poor condition and has inadequate lighting and inadequate ventilation.
