PRE-SOLICITATION NOTICE Subject: REPLACE TRANSFORMER STATIONS, PUMP STATION NO. 1 AND 3, DFSP HACHINOHE, JAPAN NAICS Code: 237130 Power and Communication Line and Related Structures Construction Product Service Code: Z1GC - Maintenance of fuel storage building Solicitation Number: N4008426B7001 Point of Contact: RYUICHI TAKAGI ryuichi.takagi.ln@us.navy.mil Secondary POC: BRIAN C. FINERTY brian.c.finerty.civ@us.navy.mil The Naval Facilities Engineering Systems Command, Far East (NAVFAC FE) is issuing this Pre-solicitation Notice in accordance with Federal Acquisition Regulation (FAR) 36.213-2. (1) DESCRIPTION OF PROPOSED WORK The work includes replacement of the existing transformer stations, primary air switches, magnet switches, condensers and incidental related works, as described in the plan. Related work is defined as temporary work and relevant work which is required to accomplish this project. In accordance with FAR 36.204, the magnitude of this construction project is estimated between �100,000,000 and �500,000,000. This procurement will be issued using Sealed Bidding procedures with the intent to award a single firm-fixed-price contract. Award will be made to the responsible bidder whose bid, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price only. (2) LOCATION OF WORK Pump Station No. 1 and 3, Defense Fuel Support Point (DFSP) Hachinohe, Japan (3) TENTATIVE DATE(S) FOR THIS ACQUISITION Invitation for Bid Issuance: 20 Feb 2026 Bid Due Date: 23 Mar 2026 Bid Opening Date: 23 Mar 2026 Contract Duration: 490 calendar days (4) AVAILABILITY OF SPECIFICATIONS Specifications and Drawings are NOT included with this pre-solicitation notice. Interested offerors can view the solicitation and any attachments (e.g., specifications and drawings), at the Contract Opportunities on the System for Award Management (SAM) website at https://sam.gov/ when it becomes available. Unless otherwise indicated in the solicitation, this is an Internet-only solicitation. Hard copies of the solicitation will not be provided. It is the offeror�s responsibility to check the websites daily for any postings or amendments to the solicitation. (5) CONDITIONS AND REQUIREMENTS This acquisition will provide for full and open competition in accordance with FAR 6.1. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION. All offerors (i.e., whether individually or as a joint venture, etc.) responding to this solicitation must be registered and have an active status in the SAM database prior to the closing date for receipt of bids to be eligible for award and must have active Representations and Certifications in SAM. Contractors may obtain information on registration and annual confirmation requirements via the SAM website at https://www.sam.gov or by calling 866-606-8220 or 334- 206-7828 for international calls and should complete the provisions associated with the annual representations and certifications identified in the Federal Acquisition Regulation (FAR) Subpart 4.1202 and Defense FAR Supplement (DFARS) Subpart 204.1202. An Offeror is required to be registered in SAM when submitting its bid and shall continue to be registered at all relevant times, i.e., time of award, during contract performance, and through final payment of the contract resulting from this solicitation. CAUTION: All Offerors are required to be registered in SAM at the time their bid is submitted. Offerors with no active SAM registration upon receipt of their bid may be considered ineligible for award. If during the responsibility determination the SAM registration is not cured, award can be made to the next responsible bidder. A contract cannot be awarded to a contractor not registered in SAM with ACTIVE status. CONTRACTOR LICENSING REQUIREMENTS. Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification on such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. CYBERSECURITY MATURITY MODEL CERTIFICATION (CMMC) REQUIREMENTS The DFARS provision 252.204-7025 and DFARS clause 252.204-7021 shall be included in this solicitation and contract. A CMMC Level 2 (Self-Assessment) is designated for this solicitation and contract. The government will check the Supplier Performance Risk System (SPRS) for each CMMC Unique Identifier (UID) to verify the offerors CMMC status and SHALL NOT award a contract to an Offeror that does not have a current CMMC status posted in SPRS at the specified CMMC level or higher required by the solicitation. STATUS OF FORCES AGREEMENT. The U.S. Government will NOT offer �United States Official Contractor� status under Article XIV of the U.S. � Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; however, the U.S. Government may consider designating eligible employee(s) as �Members of the Civilian Component� under Article I(b) of the SOFA. (6) This notice does NOT constitute a Request for Proposal, Request for Quote, Invitation for Bid, or a commitment on the part of the Government to award a Contract or to pay for any costs incurred as a result of replying to this notice. This notice shall NOT be construed as a commitment by the Government for any purpose.
