- Amendment 001. The purpose of this amendment is to update the Performance Work Statement. Please see the attached revision dated 2/5/2026. Also attached is a pricing sheet. Please submit this pricing sheet along with the SF30, SF1449 and venue information with the quote. The response date for quotes due is NOT extended. ---------------------------------------------------------------------------------------------------------------------------------------------------------- This solicitation W9124X-26-Q-A001 is issued as a request for quotation (RFQ) in accordance with FAR Parts 12 and 13. Any responsible offeror with an active registration for contract awards in the System for Award Management (www.SAM.gov) meeting the set-aside criteria may submit a quote for consideration. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-06 effective 10/01/2025, and Defense Federal Acquisition Regulation Supplement (DFARS) effective 11/10/2025. Set-Aside: Service-Disabled Veteran Owned Small Business (SDVOSB) The North American Industry Classification System (NAICS) code for this requirement is: 721120 - Casino Hotels. 721110 - Hotels (except casino hotels) are also considered. These events are typically held at hotels, but the government will consider convention centers, ballrooms or like venues marketed for meeting space and conferences. The SBA size standard will apply accordingly. The SBA Size standard for either hotel NAICS is $40M. The Product Service Code (PSC) designation is X1AB � Lease/rental Of Conference Space and Facilities The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition. This acquisition has a Defense Priorities and Allocations System (DPAS) rating of: None. See Performance Work Statement in attachment �PWS Yellow Ribbon Event Reno March 2026� Quotations in response to this solicitation shall be submitted via email to Greg Kothman at gregory.p.kothman.civ@army.mil RFQ CLOSE DATE/TIME: 11:30 PM PST on Wednesday, February 11, 2026 Addendum to 52.212-1 Instructions to Offerors-Commercial Items (NOV 2021) (a) To assure the timely and equitable evaluation of quotations, vendors must follow the instructions contained herein. Vendors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors and sub-factors, if applicable. (b) SAM (System for Award Management): in order to be considered for a contract award, the company must be registered and active in the SAM database at the time of submission of offer at: www.sam.gov. (c) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. (d) Quotes must include: The completed SF1449. Quotes may also be provided in a company formatted quote. Venue information along with banquet meal menu/option details must accompany the quote. (e) Additional Information: (1) All offers will be reviewed for timeliness. If the offer is received after the closing date, the offer may not be considered. (2) The government will award a contract to the vendor whose offer represents the Best Value to the government. (3) The government will not hold discussions; however, the Government reserves the right to hold discussions if required. (4) Interested offeror quotations shall be valid for at least 15 days after the solicitation close date. (End of provision) ADDENDUM TO 52.212-2 EVALUATION--COMMERCIAL ITEMS (Nov 2021) Award will be made without holding discussions; however, the Government reserves the right to hold discussions if required. The Government will use a trade-off method of evaluation and award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotation: Price Technical meaning that the government will have reasonable assurance that the proposed facility is fully capable of meeting the requirements of the Performance Work Statement. Past performance is not required, but the government reserves the right to check past performance records and other government agencies if deemed necessary. All quotations will be reviewed for timeliness. If the quotation is received after the closing date, the quotation will not be opened. Timely quotations will be reviewed for compliance to the solicitation. If the quotation does not comply with the requirements of the solicitation, the quotation will not be evaluated further and the quotation will be considered nonresponsive. Award will be made to the offeror quotation providing the best value to the government considering all evaluation factors. A written notice of award or acceptance of a quotation, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quotation, shall result in a binding contract without further action by either party. Before the quotation�s specified expiration time, the Government may accept a quotation (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
