- The United States Army Corps of Engineers (USACE), Huntsville Engineering and Support Center (CEHNC) is issuing this presolicitation notice in order to publicize its intentions to execute one (1) sole-source, firm-fixed priced contract award to AECOM Technical Service, Inc. for a SOC 1 Type II report of the RACER software in accordance with (IAW) Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 5.101 � �Presolicitation Notice� which requires a notice to be be published at least 15 days before issuance of a solicitation, or a proposed contract action that the Government intends to solicit and negotiate with only one source under the authority of RFO 6.103-1.
