Description
Under Statutory Authority 40 U.S.C. 501 and 41 U.S.C. 251 the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with This contract is for Siemens Industry INC for a Police Bunker Paging fire alarm Panel Unit that would work with the proprietary Fire Suppression system at the Jesse Brown VAMC in Chicago IL. The purpose of this Contract is to perform the installation of a new Paging Panel System, (Fire Alarm Control unit ,Voice Evacuation System) along with a CAB3 control unit in the Police Bunker to be integrated with Siemens Fire Alarm System. This will allow the Police personnel to make pages through the hospital utilizing the fire alarm speakers. The installation will take place in the Police Bunker area at Jesse Brown VA Medical Center. The new service installation work will also include programming the paging panel to interface with the current fire alarm system. The task will be performed at Jesse Brown VA Medical Center, 820 S Damen Ave, Chicago, Illinois 60612. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, pay for their own parking while on-site, tools, materials, and supervision required to perform the following: The VA shall provide escorts to the vendor while working in any restricted areas. The contractor shall provide preliminary drawings for review and approvals for adding a new Fire Alarm Control Panel in the police bunker to be used for paging, and the following items listed below. The contractor shall remove the existing annunciator and modify the internal components from the existing recessed enclosure Contractor shall change existing enclosure to accept new three-row enclosure (CAB 3- Fire Finder) Contractor shall install new three - row enclosure (CAB3) Contractor shall connect electrical power 120V to the new panel Contractor shall run conduit & pull new wire for Digital Audio Card (DacNet) cable The contractor shall trim the panel once CAB3 panel has been installed Contractor shall create new program for new panel Program new modified Paging system Contractor shall test the new Paging system throughout the entire hospital, so speakers can be heard everywhere, or in specific zones, and interfere with VA existing Fire Alarm system The contractor shall provide painted side panel fillers around and ancillary components to the new three -row enclosure (CAB3) for finishing Contractor shall facilitate training to Police Personnel At the end of the job, the contractor shall leave the working area free and clean of debris. Contractor shall utilize Project Coordination. Contractor shall seal (Fire Caulking) any opening in the walls during installation of new conduit lines. Based on the critical situation of the current fire alarm equipment and high dependency on it, the contract must begin as soon as possible to prevent unforeseen emergency situations where the police personnel may not be able to provide alerts or protection promptly. All work under this Contract shall be fully completed within (60) calendar days of award. The contractor and Jesse Brown VA Police Department supervisor, shall attend a Pre-Installation Safety Meeting to discuss the service installation details. Acceptance criteria for work: Contractor shall demonstrate the operation of the system. Contractor shall provide factory startup and certification of the new system. Contractor shall schedule a demonstration with COR at least a week prior to starting work. All work shall comply with current adopted VA Policies, NFPA 70, 72, Joint Commission, and NEC. The Prime Contractor shall have a Competent Supervisory Person on site when any work or sub-contractors are present Service Technician Requirements. All service technicians performing work under this Contract shall be properly licensed, certified, or otherwise trained, in accordance with federal, state, and local requirements, to perform the work under this Contract. Any such licenses, certifications, or training shall be kept current throughout the period of performance of this Contract. The Contractor shall provide a copy of any such license or certificate the next Business Day, as defined below, upon demand by the COR. Regulatory Compliance. All work performed under this Contract shall comply with all applicable federal, state, and local laws, regulations, ordinances, codes, and rules. Latest versions of NFPA 70, 72 (NEC) and VA Directive shall be followed as applicable. This acquisition is conducted under the authority of 40 U.S.C. 501 and 41 U.S.C. 251 implemented in FAR 8.405-6, only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price contract for a one time buy. The NAICS Code is 561621. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service to the Contracting Officer 10:00AM (CST) 02/18/2026. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with Siemens Industry INC.
