Description
1. Introduction The U.S. Consumer Product Safety Commission (CPSC) intends to issue a solicitation for a firm-fixed-price contract to provide comprehensive, live online instructor-led Python training services. This requirement is driven by the Consumer Safety Technology Act and the CPSC�s 2025 Generative AI Use Policy, which mandates the use of advanced analytics to identify hazards and track injury trends. 2. Scope of Work The Contractor shall provide all personnel, management, and materials necessary to deliver a comprehensive, four-module, live online instructor-led training (ILT) program. Curriculum Overview: Module 1: Fundamentals of Python (3-5 days) � Target: 30 participants (Statisticians, Data Scientists, IT Specialists/Developers, Directors, Senior leaders, and other Government staff). Module 2: Machine Learning (3-5 days) � Target: 25 participants (Statisticians, Data Scientists, Directors, Senior leaders, and other Government staff). Module 3: Deep Learning (3-5 days) � Target: 25 participants (Statisticians, Data Scientists, Directors, Senior leaders, and other Government staff). Module 4: Web Scraping & Automation (1 day) � Target: 25 participants (Statisticians, Data Scientists Directors, Senior leaders and other Government staff). Training will be conducted via Microsoft Teams and must be recorded for internal agency use. A one-week break is required between Modules 1 & 2, and Modules 2 & 3. 3. Key Technical Requirements The curriculum must cover specialized topics including, but not limited to: Statistical Analysis: Regression for sample survey data, overdispersion handling, and categorical analysis. Advanced AI: Natural Language Processing (NLP), LLM/API integration for text analysis, and Computer Vision. Data Engineering: Web scraping, workflow automation, and environment management (conda/venv). Deliverables: Instruction, recorded sessions, course notes, slides, scripts, and practice datasets. 4. Anticipated Schedule The solicitation is expected to be released on or about March 5, 2026. The period of performance shall be from one year from date of award, with training modules scheduled to allow for the required ""assimilation breaks"" between sessions. 5. Instructions to Industry This is a Pre-Solicitation Notice only. No proposals are being requested at this time. The purpose of this notice is to inform industry of the upcoming requirement and to provide an opportunity for potential offerors to monitor the requirement. Interested parties should ensure they are registered in the System for Award Management (SAM) at www.sam.gov and are encouraged to ""Follow"" this notice for future updates and the formal Request for Quote (RFQ).
