- Solicitation Questions and Answers Health Care for Homeless Veterans (HCHV) Contracted Emergency Residential Services (CERS) Licensed Treatment Facility in Contra Costa or Solano County, California. Can you share how many veterans were referred to providers in these counties during the last contract period, or even just in this past year? Since April 1st, 2025, we have had 16 Veterans in the current contract, and about 18 other referrals that didn t work out because the Veteran changed their mind, found a different program both VA and non-VA, or other reason. Since April 1st, we have had an average of about 2.1 Veterans in the program per day. Does this solicitation fund detox treatment, in addition to residential services, and if so, can we submit a pricing schedule specific for detox services? No, this program doesn t fund detox services on a separate pricing schedule. Could you offer clarification if the solicitation is requesting just housing, or if residential/outpatient treatment is included in the request? This requirement is for room, board and residential substance use treatment. No outpatient treatment is included. For additional details, please review the performance work statement.
