- This announcement constitutes a Request for Information (RFI). This announcement seeks information from industry and will only be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS RFI. Respondents will not be notified of the results of the evaluation. The Government will not pay for any response expenses. The U.S. Army Corps of Engineers (USACE), Jacksonville District, is conducting market research for the anticipated maintenance dredging of the Cedar Island Keaton Beach Federal Navigation Project located in Taylor County, Florida. This Request for Information (RFI) is issued for the purpose of gathering information from the industry regarding potential means and methods for dredging, dewatering, and rehandling dredged material for off-site disposal. The information received from this RFI will be used for preliminary planning purposes and to assist in the development of an appropriate acquisition strategy. PROJECT INFORMATION: Project Name: Maintenance Dredging of Cedar Island Keaton Beach, Taylor County, Florida. Location: Cedar Island Keaton Beach, Taylor County, Florida. Scope: The work will consist of maintenance dredging a shallow draft navigation channel, located in Taylor County, FL. The dredged material will be disposed of at a suitable state-approved upland disposal area that is yet to be determined (e.g., a county borrow pit or a commercial landfill) with a potential hauling distance ranging from 5 to 60 miles depending on the final determination of the disposal site. Project Details: Cedar Keaton Beach: The project requires dredging the channel to a 50-foot width and a required depth of -5.0 feet Mean Lower Low Water (MLLW), plus 1 foot of allowable overdepth. Estimated Dredge Volume: The estimated maintenance dredging volume is approximately 15,000 cubic yards. INFORMATION REQUESTED FROM INDUSTRY The Government is seeking input from industry related to prospective means and methods that could be used for this project, specifically concerning the dewatering and rehandling of dredged material. Interested parties are requested to provide the following information: Requested Information - Company name, address, Unique Entity Identifier (UEI) number, CAGE code, and point of contact (name, email, phone number). Please also state your company's business size and any socio-economic classifications (e.g., Small Business, 8(a), HUBZone, SDVOSB) under NAICS Code 237990. Dewatering & Rehandling Methods - Describe your company's proposed means and methods for dewatering and rehandling the dredged material to a state suitable for truck transport to an upland disposal site. Discuss the feasibility of your proposed method given the project locations and shallow channel depths. Minimum Required Footprint - This is a critical area of interest. Provide an estimated minimum upland footprint (in acres or perimeter dimensions) required to efficiently perform the dewatering and rehandling operations. Describe the primary components of this minimal footprint (e.g., dewatering cells/pads, containment berms, water treatment areas, polymer systems, equipment staging, truck access, loading areas, etc). Anticipated Equipment - Describe the type and size of dredging, dewatering, and material handling equipment you would anticipate using for a project of this nature and scale. Relevant Experience - Provide brief descriptions of 2-3 similar shallow draft navigation projects completed within the last 10 years that demonstrate your company's experience with dredging, material dewatering, and hauling material to an off-site disposal location. The official Synopsis citing the solicitation will be issued on SAM.GOV and inviting firms to register electronically to receive a copy of the solicitation when it is issued.
