NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS ANNOUNCEMENT IS STRICTLY VOLUNTARY. Background and Purpose The Common Remotely Operated Weapon Station-Javelin (CROWS-J) provides a critical lethality and survivability upgrade for the U.S. Army's Stryker fleet, enabling crews to engage armored threats with the FGM-148 Javelin missile from the safety of the vehicle's interior. The operational readiness of this sophisticated system is directly dependent on the proficiency of its maintenance personnel. Stryker Part Task Trainers (PTT) are a vital element of the Army's maintenance training infrastructure, providing high-fidelity, full-scale representations of specific subsystems. This established approach allows soldiers to physically access hardware components to practice hands-on maintenance tasks, ensuring they can keep complex equipment mission ready. The CROWS-J is a stabilized mount that integrates a sophisticated sensor suite and fire control software. This allows for on-the-move target acquisition and engagement, day or night. The sensor package includes a daytime video camera, a thermal camera, and an eye-safe laser rangefinder. This Request for Information (RFI) seeks market intelligence information from industry for various development approaches for the CROWS/J trainer systems for Product Director Virtual Training Systems. The trainer is a high-fidelity, physical replica of the operational CROWS-J weapon station, designed for a classroom environment. It is a ""non-instrumented"" system, meaning it does not include the software, sensors, or operational capabilities of a tactical unit. Its sole function is to serve as a hands-on, mechanical training device. The system is mounted on a stationary base to provide 360-degree access for students. It is ""hardened"" with reinforced components to withstand the repeated assembly and disassembly required in a training setting. The overall goal of this project is to provide a realistic, hands-on training device for the Army Ordnance School to support maintenance training for fielding in Fiscal Year 2026. 2.0 Scope of Requirements The Government is seeking a commercial, non-Government Furnished Property (non-GFP) solution for a maintenance training system. The vendor shall propose a comprehensive solution to meet the following requirements: The trainer shall comply with the characteristics of the Common Remotely Operated Weapon Station, Javelin (CROWS-J) system. The trainer shall provide stability, dimensions, weight and height to perform part task training in a classroom. The trainer shall provide cable hardened, and Helicoil components to prevent damage from frequent connection, disconnection, and handling. The trainer shall be designed to endure repeated disassembly and reassembly by students. The trainer shall provide the capability to replace and remove parts for muscle memory capacitation. (See Appendix A for details) 2.1 Core Functionality The trainer must be a high-fidelity physical replica of the CROWS-J system, designed specifically to facilitate maintenance and parts-replacement training. Ten (10) non-instrumented PTT trainers are required and must provide the necessary physical environment for a soldier to successfully perform all maintenance procedures as outlined in the Interactive Authority Display Software (IADS) task list in Appendix A. 2.2 Durability and Hardening The trainer must be a hardened, robust system capable of withstanding the rigors of repeated and continuous use in a classroom training environment. The hardening shall include, but is not limited to: Reinforced Cabling: All cables and connectors must be reinforced to prevent damage from frequent connection, disconnection, and handling. High-Wear Threaded Connections: Helicoil inserts or similar hardened solutions must be used for all bolts and fasteners that are frequently removed and re-installed during training tasks. Structural Integrity: The system must be designed to endure repeated disassembly and reassembly by students. 3.0 Information Requested from Industry Interested parties are requested to respond with a capabilities solution that addresses the following areas: 3.1 Company Experience and Past Performance Describe your company�s experience with projects of similar size, scope, and complexity, particularly those involving the Department of Defense (DoD), or other Federal, State, or Academic Institutions. Provide specific examples of at least three (3) relevant projects completed within the last five years. The Government may request to inspect these examples to substantiate experience. 3.2 Business Information Company Name, Address, and website. Verify that you are a U.S. business entity. State your business size/category (e.g., Large Business, Small Business, 8(a), Woman-Owned Small Business, etc.). What NAICS would you recommend for this requirement and why? Please list your potential teaming partners/subcontractors with their UEI and CAGE and estimate by percentage how much work you plan to subcontract to them. Provide your CAGE code, primary NAICS code(s), and primary Product and Service Codes (PSC) that identify your business capabilities. Provide contact information for key personnel (Name, Title, Phone, Email). 3.3 Technical Capability Briefly describe your technical approach to meeting the requirements outlined in Section 2.0. Describe your company's capabilities and facilities related to design, engineering, manufacturing, and quality assurance for this type of project. Does your company have the capability to self-perform all the required elements in this draft document? Do you provide this service and/or product commercially? 3.4 Rough Order of Magnitude (ROM) Pricing Provide a non-binding ROM price estimate to accomplish the requirements detailed in Section 2.0. The ROM should be broken down into major cost drivers (e.g., engineering, manufacturing, materials, shipping). 3.5 Legal & Certifications Acknowledge that the vendor is responsible for acquiring and maintaining any certifications or legal requirements necessary to conduct business with the U.S. Government. 4.0 Response Instructions Responses to this RFI are due no later than the date and time specified above. Responses shall not exceed 10 pages, excluding any cover pages or tables of contents. Responses must be submitted in PDF format via email to the POC listed in Section 5.0.
