City: Syracuse State: NY Delineated Area: North: Rt.57/Oswego Rd to Highway 31 East: I-81 to I-481 South: I-690 to I-81 to E Adams St to Comstock Ave to East Genesee St West: Oswego Rd / Onondaga Lake Pkwy to Hiawatha Blvd W Minimum ABOA Square Feet: 16,000 ABOA SF Maximum ABOA Square Feet: 16,800 ABOA SF Space Type: Office Parking: Official Government Vehicles: 3 reserved on-site parking spaces Employee and Visitors: 68 unreserved parking spaces Employee unreserved parking spaces: Offerors shall provide evidence of 26 commercially available parking within 1 walkable block of the proposed building. This parking is intended to serve the needs of the tenant's employees and their personal vehicles. The cost of this parking is not to be included as part of the proposed rental offer. Visitor unreserved parking spaces: Offerors shall provide evidence of 42 commercially available parking within walkable 1/4 mile of the proposed building. This parking is intended to serve the needs of the tenant's visitors and their personal vehicles. The cost of this parking is not to be included as part of the proposed rental offer. Lease Term: 15 years, 13 years firm Offerors are encouraged to submit rates for all terms available in the AAAP for consideration against future GSA requirements. Amortization Term: 8 years for both Tenant Improvements and Building Specific Amortized Capital. AGENCY UNIQUE REQUIREMENTS Tenant Improvement Allowance: $57.78 per ABOA SF Building Specific Amortized Capital (BSAC): $12.00 per ABOA SF ADDITIONAL REQUIREMENTS: Offered space shall not be located within a retail strip mall or shopping center. Office buildings with ground-floor street retail in a central business district or urban corridor are acceptable Offered building must be no closer than 300 walkable feet from homeless shelters, dispensaries, drug treatment facilities and schools (K-12). Offered space must be contiguous on one floor or vertically contiguous on two floors. Ground or lower levels preferred for easy public access. Offered space shall provide for a configuration that will allow for an efficient layout of required adjacencies for the agency needs of space for public access, offices, workstations and special use spaces (file rooms, assembly areas, copy rooms, storage rooms, etc.). The successful Lessor, at the Lessor�s cost and expense, shall obtain LEED Certification Interior Design and Construction (LEED ID+C). Loading dock and an accessible freight elevator with a minimum door clearance of 44�. If a multi-story building is being offered, a freight elevator that can accommodate a full-sized palette must be accessible to the offered space. Offered space must have the ability to separate the public entrance from an employee entrance. Minimum column spacing shall be 20� X 20�. Syracuse Field Office is available to applicants 8 hours per day, Monday through Friday and on some weekends as needed. This office may see about 125 applicants per day, most of whom have scheduled appointments. Each week, Syracuse Field Office holds approximately eight naturalization ceremonies and resolves approximately 20-30 in-person queries. On average, the Syracuse Field Office naturalizes 50-100 new U.S. Citizens at a naturalization ceremony. Subleases will not be considered. HOW TO OFFER The Leasing Portal (https://leasing.gsa.gov) enables interested parties to offer space to the Federal Government through a secure, web-based process. To participate, register on the site by selecting �Register to Offer Space� and follow the instructions provided. Helpful resources�including instructional guides and video tutorials�are available on the portal under the Resources tab. The Open Period runs from the 1st through the 7th of each month, ending at 8:00 p.m. Eastern Time unless otherwise stated by the Government and unless the 7th falls on a weekend or Federal Holiday. If the 7th falls on a weekend or Federal Holiday, the Open Period will end at 8:00 PM (ET) on the next business day.. No submissions are accepted during the Closed Period. During an Open Period, users may submit new offers, or modify or withdraw existing ones. Lease awards will be made to the lowest-priced, technically acceptable offer without negotiations. Offered space must comply with all applicable Federal, State, and Local jurisdiction requirements, including standards for fire and life safety, accessibility, seismic resilience, and energy efficiency. IMPORTANT NOTES Check the attachments and links section of this notice for possible, additional project-specific requirements or modifications to the RLP. Please review Section 889 of the FY19 National Defense Authorization Act (NDAA) regarding telecommunications equipment restrictions: https://acquisition.gov/FAR-Case-2019-009/889_Part_B SAM registration should be initiated as soon as possible. Refer to RLP Clause 3.05, Item 7. The Government may award multiple leases to satisfy new requirements or to compete expiring leases. Specific requirements will be identified following the close of the Open Period. Lease awards will be made without negotiations to the lowest-priced, technically acceptable offer, based on RLP criteria.
