Description
Elevator Maintenance Services at the Caven Point Marine Terminal, Jersey City, NJ. Monthly, Semi-Annual, and Annual inspections and maintenance tasks as specified in the Statement of Work. General Requirements Scheduling of Preventive Maintenance, Service and Repairs. Normal Work: The Contractor shall perform all normal work under this agreement, including unlimited call-back service, will be performed during the hours of 7:00 a.m. to 3:30 p.m. on all regular working days observed by the Federal Government (hereinafter called Regular Working Hours). If overtime work is required, the Government will pay only at the Contractor's regular billing rate as accepted by the Government. Emergency circumstances are understood to be those which pose imminent possibility of equipment damage or worker injury as judged by the Contractors employees. Emergency Call Back Service Callback service during Regular Working Hours: The Contractor shall, without additional charge to the government, provide emergency minor callback service for any reasons, excluding vandalism, during the regular working hours. The Contractor shall respond to a callback within a maximum of twenty-four (24) hours from the time the request for service is made by the Government�s authorized personnel. Time Tickets Contractor shall provide time tickets signed by the Government�s representative at the completion of each regular examination or repair which must include date, equipment, and identification, time of arrival, time of departure, nature of visit, action taken and name of qualified serviceman. A copy of the time ticket shall be left with the Government�s representative at the site. The Contractor agrees that this time ticket is provided for the sole convenience of the Government. The Government�s representative does not undertake to approve or to certify as to the correctness, adequacy, or performance of any work. The time ticket only provides proof of Contractor�s physical presence at the site at the time the Government�s representative signs the time ticket. Maintenance schedule and work log The Contractor shall post a preventive maintenance schedule and a work log in the elevator machine room located on the 1st floor of the building. The log shall include all entries for routine maintenance and repairs, including supervisor�s surveys. Entries shall include but not exclusively date work is completed, mechanic�s or supervisor�s name, description of work completed, and the approximate time required for the work. The log and maintenance schedule shall be maintained and shall be presented quarterly to the Government for review. The Government may inspect and copy log and maintenance schedule at any time. Trouble Log A trouble log shall be maintained by the Contractor in the elevator machine room of the building. The Contractor shall record in the log as a minimum, the date of each callback, the time reported, the time left, the reported trouble, the problem found and the corrective action taken. In addition, the Contractor shall report this information semi-annually in writing and in a mutually agreed upon format and tender same to the Government's representative so as to also review the operational status of the Elevator trouble call control log. Inspection fees Inspection fees charged by Regulatory Authorities shall be paid by the Contractor. Fees for re-inspection due to failure to eliminate deficiencies covered by this maintenance agreement will be paid by the Contractor. The Elevator is not regulated by the State of New Jersey, or the City of Jersey City. The Annual Inspection will need to be done by a Bureau Veritas Inspector to certify their National Elevator Inspection Service. Signs and/or Barriers When elevator equipment is taken out of service for whatever reason by the Contractor, signs and/or barriers shall be placed at all floor entrances to the elevator indicating that the elevator is out of service. Equipment Data Manufacturer: Schindler Model: 330A Hydraulic Elevator Drive Mechanism: Hydraulic Single Jack Holeless Power: Three Phase, 35kVA Pump and Motor: Type E: Submersible Technical Tasks The contractor will be responsible to provide all supervision, labor, equipment and materials to accomplish the following maintenance tasks in accordance with the manufacturer�s recommendations and all applicable regulations. Annual Maintenance Annual Bureau Veritas, National Elevator Inspection Service. Maintain and clean pressure tanks Test pressure/relief valve Semi-annual Maintenance Maintain controllers, wiring, wiring diagrams, code data plate, controller operation, components, motor starter Maintain and clean components of controller Confirm up to date wiring diagrams are available Ensure no temporary devices or jumpers in place Maintain code data plate and periodic test tag Test and if necessary replace control battery Confirm signs and data plates Replace any missing or damaged signs or data plates Lube guide rails Maintain, lubricate and clean guide rails Maintain/empty excess lubrication container in pit Ensure rust preventative compounds only used if specified by manufacturer Maintain oil buffers Maintain oil level in buffer as specified by manufacturer Maintain plunger, clean, ensure not coated or painted with substance that will interfere with operation No buffer oil in pit, hoistway or top of car Clean hoistway and pit Ensure hoistway and pits free of rubbish/debris, water, oil and that they are not used for storage Landing blocks and pipes may be kept in the pit as long as they do not interfere with the operation of elevator If provided, verify pit access doors can close and lock Maintain overall machine room space/ controller room space Maintain machine/ control rooms/ spaces so they are free from dirt, rubbish, oil water, grease, materials not necessary for maintenance and flammable liquids Verify access doors are closed and locked Clean car top Maintain top of car � free of oil, water, dirt and rubbish No tools, spare parts or lubricants shall be stored on car top Maintain door system Maintain landing and car-door or gate mechanical and electrical components to ensure safe and proper operation Maintain hoistway door interlocks or mechanical locks and electrical contacts, car door electrical contacts or car door interlocks, door reopening devices, vision panels and grilles, hoistway door unlocking devices and escutcheons, door hangers, tracks, rollers, upthrusts and safety retainers, astragals and resilient members, door space guards and sight guards, sills and bottom guides, fastenings, condition and engagement, clutches engaging vanes, retiring , cams and engaging rollers, interconnecting means, door closer, door restrictors, closing kinetic energy and closing force, etc. Maintain hoistway access switches and examine car top equipment Maintain the operation of the hoistway access switch Inspect cat top equipment Maintain car emergency system and examine cab interior components and fixtures Maintain and ensure that the car emergency signals are operating properly Maintain and ensure that lighting, communication and ventilation are operating properly Maintain stopping accuracy and ride unit Maintain liquid level in pressure tanks Maintain and clean water hydraulic plunger Maintain tank oil level Maintain gland packings, seals, collection of oil leakage Maintain packing and seals to prevent excessive fluid loss If any packing or seal is replaced a relief valve test must be performed for 15 seconds Oil leakage must not exceed 5 gallons from the cylinder head Ensure the collection container is covered and is not overflowing Maintain flexible hose and fittings Maintain flexible hoses and fittings, observe for evidence of leaking, damage or bulging Hoses shall be replaced every 6 years post installation Record oil usage Hydraulic systems with unexposed cylinders or piping, where visual examination is not possible, main a record of usage. Record all hydraulic fluid added and emptied from leakage containers and pans. If fluid loss cannot be accounted for a relief valve and pressure test shall be performed. Maintain safety bulkhead Single bottom jacks, installed prior to 1971, require car safeties or a plunger gripper Maintain relief value setting and examine pump unit operation and components Maintain relief valve � ensure the relief valve seal is intact If the seal is not intact, test the adjustment and reseal Monthly Maintenance Inspect Elevator is in proper working order Ensure Elevator is in compliance of all applicable regulations. INSTRUCTIONS TO QUOTERS: Quotes shall be submitted by email, as a PDF document to matthew.e.lubiak@usace.army. mil and orlando.nieves@usace.army.mil. Quotes must be signed and dated, and completed with prices for all items. Quoters are reminded to ensure that online Representations and Certifications in SAM are up to date, or may provide completed Representations and certifications with their quote. Quotes must conform to the solicitation requirements to be eligible for award. The evaluated price will be the total price of all items (Total Base + Options). The lowest price quote that conforms to the solicitation requirements, including any required certifications, licenses, etc. will be considered the best value to the Government and will be selected for award of a firm fixed price contract.
