Description
This Solicitation Amendment amends the following and provides responses to submitted questions: The RLP due date is extended from 3/5/2026 to 3/19/2026, 3PM. CST. The Past Performance Questionnaire (Exhibit N) due date is extended from 2/20/2026 to 3/06/2026 3PM CST. In the VA Request for Lease Proposal (36C24925R0019) Section 1.12 (Authorized Representatives) under Alternate Government Contact, the email address is clarified as follows: Angela.Bailey5@va.gov Responses to Solicitation Questions 36C24925R0019 Is this a brand-new contract or is an incumbent performing these services? Response: This is a new relocation requirement Will VA consider yearly operating cost adjustments in accordance with CPI or Fixed rate per year? Response: The VA will not consider yearly CPI cost adjustments. As stated in the RLP, this requirement is for a fully serviced, turnkey Lease with rent that covers all Lessor s costs, including all shell upgrades, operating costs, real estate taxes and security upgrades. Refer also to RLP Section 3.03 Pricing Terms. Stepping rent annually is acceptable. Will VA consider yearly real estate tax adjustment? Response: No. As currently stated in the RLP Description and Section 1.08, this requirement is for a fully serviced, turnkey Lease with rent that covers all Lessor s costs, including all shell upgrades, operating costs, real estate taxes and security upgrades. Refer also to RLP Section 3.03 Pricing Terms. Is the schedule proposed in section 4.01 flexible and /or will the lessor provided schedule at submittal take precedence? Response: The stated schedule proposed in Section 4.01 Exhibit A is the VA requirement. Is new construction acceptable to the VA? Response: Yes. As currently stated in the RLP Description, The Department of Veterans Affairs will consider space located in an existing building as well as land for new construction for build to suit Is there an anticipated award date? Response: The estimated award date is 6/1/2026 Would previously received PPQ's included in our proposal response be permissible instead of requiring the reference to fill out a new one? Response: No. The Past Performance Questionnaire (PPQ) per Exhibit N is specific to the current RLP Solicitation 36C24925R0019. If new PPQ's are required, would it be possible to change the PPQ submittal date from 2/20/26 list on the form, to the due date of the RLP? Response: No, the Past Performance Questionnaire due date will not be changed to the RLP due date. However, this RLP amendment has extended the PPQ due date from 2/20/26 to 3/06/26, 3:00PM CST. Is there a MB limitation to emails? Will ShareFile be accepted? Response: Email size limit is typically 20-25 MB. If multiple emails are required for submission, please advise the number of emails being sent. ShareFile is not acceptable. Should the Exhibit I, Security Unit Price List be completed at this stage? Response: Yes. As currently stated in the RLP Description and Section 1.08, this requirement is for a fully serviced, turnkey Lease with rent that covers all Lessor s costs, including all shell upgrades, operating costs, real estate taxes and security upgrades. Is the Exhibit L, Tenant Improvement Costs Summary (TICS table) required at this stage? Response: Yes, Exhibit L is required with proposal submittal as stated under RLP Section 3.03 Pricing Terms. Are swinging doors allowed? Response: Yes, swinging doors are allowed and must comply with requirements outlined in the VA Technical Information Library.
