Description

INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single firm-fixed-price contract for the design-bid-build project 563-26-103 Upgrade Network and Electrical, Buildings 4/5/6 Construction at the Roseburg Health Care System (VAHCS) located at 913 Northwest Garden Valley Blvd., Roseburg, OR 97471-6523. PROJECT DESCRIPTION EHRM Buildings 4, 5, and 6 Roseburg, OR. This project is to provide an upgraded circuit feed in support of the recent Electronic Health Record Modernization. This project is located at the Roseburg VAMC Campus, 913 NW Garden Valley Blvd, Roseburg, Oregon. This project requires the contractor to assess, inspect, and site verify the existing conditions prior to construction to successfully complete the construction of the project. In addition to the drawings and specifications, this project may include civil, plumbing, mechanical, electrical, and electronic security disciplines. The contractor will provide all labor, materials and equipment and all construction services needed to complete the project. The construction of this project is to be completed in accordance with current editions of references and construction specifications. ADMINISTRATIVE The solicitation will be issued as an Invitation for Bids (IFB) conducted in accordance with FAR part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be issued as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in mid-March 2026. The period of performance is approximately 270 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $1,000,000 and $2,000,000. This notice is not a request for competitive offers.
