THE NASA VOUCHER DEMONSTRATION PROGRAM Sol. UAH.SOL.95-01-D. Due

has selectedc The Consortium for Materials Development in Space (CMDS)
at The University of Alabama in Huntsville (UAH) for receipt of one
sounding rocket equivalent mession as part of the NASA Voucher
Demonstration Program. The CMDS envisions a set of short duration
recoverable experiments, most of which require 6-12 minutes of
microgravity. The contractor or contractors will provide services for
integration, launch and recovery of the suborbital microgravity
research experiments defined herein. Proposals may be submitted for any
of the following: 1) Integrating and flying individual experiments or
groups of experiments using available space on an existing suborbital
flight for which the proposing organization has responsibility, 2)
Integrating and flying a subject of the experiments described on a
smaller dedicated vehicle, 3) Integrating and flying the entire
complement of experiments on a more capable dedicated vehicle. Because
the voucher demonstration program significantly departs from
procurement methods used in the past to procure integration and launch
services, this draft solicitation is released before the final
solicitation to give interested organizations an opportunity to ask
questions and raise issues concerning this procedure. A list of
proposed payload experiments is contained in the draft solicitation and
a firm set of experiment requirements will be contained in the final
solicitation. One of the primary motiviations for the voucher
demonstration program is to stimuulate the U.S. launch vehicle
industry; however, this does not preclude foreign proposals or prohibit
use of foreign components or subcontractrs. Surplus military or other
government assets in the form of motors or other expendable components
may be proposed only if the proposing organization has already
purchased and holds title to such assets. A coppy of the draft

questions and comments MUST BE IN WRITING. All questions and comments
must be received by 31 January 1995. Written responses to all questions
and comments will be provided to all who request a copy of the
solicitation. Issuance of a final soliciation is contingent upon
