The Internal Revenue Service will issue a solicitation for the acquisition of FIP resources support. The FIP resources consists of equipment maintenance, software license, maintenance support, and support services. THIS REQUIREMENT Will INCLUDE FOUR (4) ONE-YEAR OPTIONS. THIS REQUIREMENT WAS ORIGINALLY SYNOPSIZED On AUGUST 05, 1994. ALL OFFERORS WHO HAVE REQUESTED A COPY OF THE SOLICITATION By RESPONDING TO THE ORIGINAL SYNOPSIS NEED NOT SUBMIT A SECOND REQUEST. The acquisition will be offered for competition and is limited to eligible 8(a) firms. The FIP resources are located at IRS's two computing centers in Detroit, MI, and Martinsburg, WV, and at IRS's National Headquarters located in Washington, DC. Equipment maintenance shall consist of on-call remedial services on a 12-24 hour per day, seven day a week basis at each site. Equipment to be supported includes IBM PCM processors, front end processors and peripheral devices, such as DASD, tape drives, printers, and terminals. In total, there are currently approximately 2000 equipment items from approximately 40 different OEMs. Software license and maintenance support shall consist of: continued support of existing agreements, continued support of existing agreements that are changed (e.g. due to equipment upgrades) over the life of the contract, and support of new agreements for software that is added to the contract. The different types of software license agreements currently in place include MIPS, Site, CPU, and peripheral and PC based licenses. In total, there are currently approximately 500 software items from approximately 40 different vendors. Support services shall consist of general non- maintenance services at each site, e.g., equipment relocation and software implementation support. The contract shall allow for adding, changing, and removing equipment and software items. The applicable SIC code for this acquisition is 7378. IRS intends to release the final solicitation by January 1995 and to award the contract by September 1995. Comments are requested relative to the contract type, performance, schedule, and other requirements, which if incorporated, could reduce costs or otherwise improve the acquisition. The IRS will evaluate the comments and make appropriate changes. Requests for copies of the draft solicitation must be received within twenty (20) calendar days from the date of publication of this notice. Comments on the draft solicitation must be received within forty-five (45) calendar days after release of the draft solicitation. This acquisition is being offered for competition limited to eligible 8(a) concerns. Eligibility to participate may be restricted to firms in either the developmental or transitional stage. All interested 8(a) firms are encouraged to request a copy of the solicitation as expeditiously as possible since the solicitation will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program. All requests must be submitted in writing to the point of contact stated above. Oral communications are not acceptable and will not be honored. No facsimiles will be accepted. Firms shall not respond with an offer, they cannot be accepted by the Government to create a binding contract. Only interested 8(a) firms should respond to this announcement.
