Intelligence Center (NAIC), Wright-Patterson AFB, Ohio, has a
requirement for a system to collect data and perform real time
monitoring of the GLONASS and GPS satellite constellations. The
contract will purchase, install and maintain the receiver. The
objective of this contract is to obtain a 3S Navigation R-101 L1/L2
GLONASS Receiver that will be used as the only tool for SpaceSignals
Analysis Branch. The equipment must be capable of receiving GLONASS
P-Code at L1 and L2 frequencies. The receiver must have multi-channel
capabilities in order to collect data on multiple satellites at one
time. It must output pseudorange and raw hexadecimal broadcast data to
be compatible with current analysis software. It must have a
compatible interface with the current Signals Exploitation Division's
VAX computer network. 1. General Specifications are: a) 6-channel
GLONASS P-Code receiver; b) GLONASS and BPS C/A-Code available; c)
L1/L2 GLONASS AND L1 GPS antenna; d) Software to manipulate data into
usable format; e) Pseudorange and raw hexadecimal data output; f)
Environmental rugged antenna; g) VAX network interface; h) Timing
reference input/output; i)Screen capture software; j) C2 security
accreditation software; k) Data format and processing software
compatible with other existing government receiver locations; and 1)
IBM PC/AT compatibility. 2) Detailed Specifications are: a) 6-channel
GLONASS P-Code receiver with combination of L1 and L2 frequencies; b)
12-channel GLONASS C/A-code or 6-channel GPS C/A-code or combination of
the two available at L1 frequencies; c) Antenna must have range between
1240-1620 MHz to collect L1/L2 GLONASS and L1 GPS signals; d)
Proprietary software applies digital signal processing techniques to
received signal in order to read data; e) Data output formats: (1) Raw
pseudoranges, integrated carrier phase measurements and associated RMS
errors; (2) Carrier-smoothed pseudoranges and associated RMS errors:
(3) Carrier-to-Noise ratios; and (4) Broadcast GLONASS data,
Hexadecimal format; f) Antenna operable in temperature range between
-25 degrees and +70 degrees C and 100 degrees humidity. Storage
temperature range between -25 and +85 degrees C; g) Ethernet interface
cared and telnet software for high-speed communication with VAX
network; h) Timing output referenced to GLONASS time. Timing input
available to connect high performance atomic standards; i) Screen
capture software to print scatter plots generated by receiver; and j)
Security accreditation software providing C2-level security and full
compliance with Defense Intelligence Agency (DIA) Security Concept of
Operations. NAIC is contemplating a sole source contract with 3S
Navigation in Laguna Hill, CA. Solicitation will be issued
approximately 30 Jan 95. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of concern. The Ombudsman does not participate in the evaluation
of the proposals or in the source selection process. Interested parties
