Spratling, 202/366-0571 The Federal Railroad Administration (FRA)
intends to negotiate on a sole source basis with the Association of
American Railroads (AAR), the award of Modification 4 to Task Order No.
102 under subject contract. Subject modification will extend the period
of performance an additional 3 years, from February 5, 1995, to March
31, 1998, and provide for an additional 15,500 person hours of effort.
The AAR is to provide services in support of the development of
experimental design and full scale field tests in the areas of track
buckling safety assessments, track resistance characterization, and
continuous welded rail technology. The tests are to be performed using
the facility for Accelerated Service Testing/High Tonnage Test Loop
and other tracks located at the Transportation Test Center (TTC),
Pueblo, Colorado. These tests are to be done in conjunction with other
tests already under contract with the AAR. The AAR is the only known
source capable of meeting all the Government's minimum requirements for
this effort. This is not a competitive procurement and no solicitation
