QUALITY MANAGEMENT SERVICES FOR U.S. DISTRICT COURT EXPANSION, PHASE

A/E construction management services are required for the renovation of
selected floors, (approximately 150,000), in the E.M. Dirksen Federal
Building at 219 South Dearborn Street, Chicago, Illinois for use by the
U.S. District Courts and related agencies. The building will be
occupied during all phases of construction. The estimated total
construction cost for the project is estimated to range between
$15,000,000 and $25,000,000 with occupancy planned for December 1999.
The project converts three floors of office space and related
mechanical floors in the buildings, to provide for up to four two story
courtrooms including judges' chambers and adjunct court facilities. The
construction will consist of but not limited to; asbestos removal;
structural modifications; provide necessary HVAC, fire protection and
electrical system changes to accommodate the converted space; and
modification of judges' elevator to allow access to the new court
floors. Services may include, but are not limited to: code compliance
design review, construction observation, including CPM progress
scheduling, administration of payments, cost estimates for change
order, administration of testing services to insure the completeness,
accuracy, and overall quality of the design and contruction of the
project, CADD drafting and value engineering. The construction phase
A/E may also be required to provide performance of some reimbursable
services for miscellaneous items which may require the use of special
consultants. Joint venture or firm/consultant arrangements will be
considered and evaluated on a demonstrated interdependency of the
members to provide a quality construction management team effort. Firms
or joints ventures having the capacity to perform the services
described in this announcement are invited to respond by submitting
completed, current and signed Standard Forms 254 and 255
(Architect-Engineer and Related Other Services Questionnaire and
Specific Projects, respectively), and a complete 254 for each of the
proposed consultants. Selection criteria will be based upon: (1)
PROJECT TEAM - 35%, key personnel, qualifications, and relevant
experience as individuals and as a team; (2) PAST EXPERIENCE 25%, past
performance on similar projects; (3) MANAGEMENT APPROACH - 15%,
management plan, past coordination, scheduling, cost control methods;
(4) CONSTRUCTION MANAGEMENT ABILITY - 25%, evidence of team's ability
with respect to innovative and appropriate methods and solutions for
managing construction, business philosophy, quality control. This
solicitation is open to all business concerns in accordance with the
Small Business Competitive Demonstration Program, and all large
businesses will be required to negotiate a subcontracting plan for
small and small disadvantaged business concernsbefore contract award.
As part of its commitment to socioeconomic initiatives of the Federal
Government, the General Services Administration has established for
fiscal year 1995 subcontracting goals of 32 percent for small business,
6 percent for small disadvantaged business, and 3 percent for
women-owned business. In support of the agency efforts, firms seeking
consideration for this contract should provide maximum practicable
subcontracting opportunities for small, small disadvantaged, and
women-owned businesses. The use of subcontracting/consultants shown on
the submitted SF 254's will be reflected in a Small Business and Small
Disadvantaged Business Subcontracting plan included in the contract.
Firms must also provide a brief written narrative of outreach efforts
made to utilize small, small disadvantaged, and women-owned businesses.
The narrative shall not exceed one typewritten page. (Small Businesses
are not subject to this requirement). The applicable small business
size standard is $3,500,000. Award to other than a small business may
be contingent upon submission and approval of an acceptable
subcontracting plan. A follow up listing of firms to be interviewed
will appear in this publication. This is not a Request for Proposal.
Funds are not currently available for this contract. Responses must be
received at the above boldface address not later than 30 calendar days
from the date of this notice by 4:00 p.m. (CST). If the 30th day falls
on a Saturday, Sunday or U.S. Government holiday, the deadline will be
4:00 p.m. (CST) of the next Government business day. All GSA employees
