NASA/Johnson Space Center intends to award a contract to Energy
Innovations, Inc. for a study on the use of the Retrojet Tube
Transporta- tion (RTT) concept, which will include a written report and
a video tape documenting the study findings. This acquisition is
supported by a Justification for Other than Full and Open Competition
under the authority of 10 U.S.C. 2304(c)(1). The Government intends to
solicit and negotiate with only one responsible source under the
authority of FAR 6.302. The surface transportation industry is an area
where much of aeronautics technology can be effectively used to ensure
future U.S. economic competitiveness. Procurement of the RTT study will
allow NASA to determine the potential for commercialization. Energy
Innovations, Inc. is a small business with a patent pending on its
proprietary retrojet technology. There is currently no other technology
available in the commercial market comparable to the retrojet
technology. This procurement is being conducted under the NASA/JSC
MidRange Pilot Test Program approved by the Office of Federal
