(DCI) for the design, fabrication, and shipment of electrical components (i.e., 18 crosspoint switches and accessories) necessary to expand the existing switchbay capacity at the Voice of America's (VOA) Udorn, Thailand Relay Station. The Basis for using ''Other Than Full and Open Competition'' for this procurement is 41 USC 253 (c) 1 and FAR Subpart 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). The existing Udorn switchbay was custom designed and fabricated by DCI and the switchbay expansion must be fully compatible in form, fit, and function to the existing DCI switchbay.
