The Defense Fuel Supply Center is seeking expressions of interest in exchanging up to approximately 72 million barrels of crude oil from the Strategic Petroleum Reserve (SPR) at Weeks Island, LA on a value for value basis with type 1 sour crude (min 30.0 API gravity, Max 1.99 per cent sulfur) or an equal volume of equivalent value sour crude oil to be delivered to an SPR contracted terminal in the U. S. Gulf Coast. Crude oil at Weeks Island is sour crude oil with an API gravity of 28.8 and sulfur percentage weight of 1.35 and can be made available at St. James Terminal, Capline Terminal, or LOCAP Terminal, all in LA.
