Implementation and repair of Air Route Traffic Control Center
Critical/Essential Power System (ACEPS). This synopsis is published
pursuant to FAR 5.205, and is for information and planning purposes
only and is not to be construed as a commitment by the Government. The
Federal Aviation Administration (FAA) has a requirement to implement
a Contractor Depot Logistic Support (CDLS) contract to support the
National Airspace System (NAS), Air Route Traffic Control Center
Critical/Essential Power System (ACEPS), and intends to contract with
Exide Electronics of Raleigh, North Carolina the designer, integrator
and installer of the System. The current need is to support 24 ACEPS
located in Air Route Traffic Control Centers (ARTCC's) and Metroplex
Control Facilities (MCF's), and 1 system located at the FAA Academy,
for the next five years. Deliveries are to start 30 days after contract
award for full CDLS. The requirement for the CDLS contractor is to
provide a building capable of housing depot level maintenance
facilities, storage facilities, communications (telephone/ FAX/voice
mail),to provide full depot-level maintenance support. The contractor
shall establish, maintain, and use a system for tracking, controlling,
measuring, and reporting all costs quarterly. There shall be a quality
control program established in accordance with applicable Federal
Aviation Administration Standards and Orders. The contractor will be
expected to provide FAA Sites with all items requested by the
Government. This will entail complete supply support which will include
the issuing of expendable Line Replaceable Units (LRU) and the issue,
receipt, and repair of Exchange and Repair (E&R) LRU's of the ACEPS
through the life of the CDLS Contract. The CDLS contractor will furnish
all labor, tools, test equipment, LRU spares (consumable and
repairable), parts, software, and any other technical and
administrative support necessary to provide the required CDLS. The CDLS
contractor will be required to meet FAA delivery requirements for
priorities requested from the sites. A Priority 1 will be shipped
within 24 hours of notification by the site and Priority 2 response
will be within 48 hours of notification. The CDLS contractor will be
required to test an evaluate each failed repairable part received from
the sites. The contractor will be required to disassemble, reassemble,
calibrate, functionally test, and perform acceptance inspection on all
repairable LRU's. All methods and procedures shall be accomplished
with the test equipment, tools, and special tools and test equipment
developed for that purpose. All repaired items will comply with the FAA
Standards and Orders applicable to the repair process. The CDLS
contractor will be required to report via a monthly CDLS report which
will consist of a consolidated monthly maintenance summary, a
consolidated monthly inventory usage report, site inventory usage
report, stock status report, monthly manhour report, inventory
control/receiving/shipping report, action item log, field maintenance
bulletin(s) (as required), and consolidated maintenance summary for
canvas repair, cable repair, circuit card repair, and any other
repairable item requiring service/repair. This contract action is for
supplies and services for which the Government intends to solicit and
negotiate with Exide Electronics under the authority of FAR 6.302-1. A
Market Survey was conducted on 11/30/94 and 12/01/94; the results of
this survey support our determination to solicit and negotiate with
