99352 49 -- REQUEST FOR INFORMATION (RFI) SOFTWARE FOR CONTROL OF
MAINTENANCE & INSPECTION OF INDUSTRIAL PLANT FACILITIES/SYSTEMS, RFI

Company (WHC), the Management and Operating Contractor for the U.S.
Department of Energy, Richland Operations Office, Richland, Washington
is requesting information from vendors offering software solutions for
automated tracking and control of recall testing and maintenance
inspecton performed on large industrial plant facilities/systems. The
software product should also support equipment trending, system
impairment and failure tracking, inspecton and repair task scheduling,
pre-defined and ad-hoc tabular reports. The preferred software product
would be based on 4GL and client/server technology, include an
intuitive Graphical User Interface (GUI) and support a 386/486 PC user
platform running DOS 6 and WINDOWS 3.1. Amultiuser DOS or WINDOWS
based application located on an application file server would also be
an acceptable solution. The operating environment is a MS-LANMan wide
area network running on OS/2, UNIX and WINDOWS NT file servers. The
network protocol is NetBIOS/UB-XNS dual stacked with TCP/IP. Total
application user base is 5 with potential for growth. The software
product should support such functions as: the ability to capture, edit
and report equipment maintenance information such as impairments &
failures; provide for a number of user defined fields; provide 'memo'
text fields; able to import and export data; able to generate
electronic forms and charts; provide system user audit trail; support
data recovery and archiving; provide application access security;
automatically schedule equipment inspections, maintenance and repairs.
WHC desires responses from suppliers of Commercial Off the Shelf
(COTS) industrial equipment inspection and tracking software. An
acceptable COTS product must provide some degree of flexibility needed
to "customize" for user specific requirements. WHC seeks a Cots
Solution and is not interested in a custom application development
approach. Experience with federal government agencies and government
contractors is preferred. Information regarding a vendor's ability to
provide life cycle support of their software products is desired.
Periodic on-site software support and training may be required. Vendors
furnishing the above requested information should include technical
literature, product price lists for government customers, delivery
schedule, GSA Schedule if applicable, trial package availability
(include non-disclosure and release forms and/or license agreements),
current and former federal government clients/users, and any other
pertinent information. There is no intent to award a contract on the
