This synopsis is to notify prospective offerors that the Draft Request For Proposal (RFP) for Air Force Workstations is currently on the Hanscom Electronic RFP Bulletin Board (HERBB) (617) 274-0500 (TELNET 129.53.28.211). A MODEM and commercially available communications software are all that is needed to access HERBB. A copy of the current offerors' list and the Draft RFP is available on HERBB as well as in hard copy format at the Phillips Laboratory Research Library at Hanscom AFB, MA. Procedures for using the library may be obtained from Ms. Liz Durrigan at (617) 377-8206. The last day for industry comment on the Draft RFP will be the close of business (COB) on 13 January 1995. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program manager or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Colonel Thomas J. Mackey at (617) 377-5106. The Ombudsman should only be contacted with issues that have previously been brought to the attention of the program manager and/or the contracting officer and could not be satisfactorily resolved at that level. Potential offerors not already on the offeror's list may request to be placed on the list by submitting a written request to the new Contract Manager at the address listed above or via Internet to whiten@radium-vs1.hanscom.af.mil. Requests must indicate whether the concern is: large, small, disadvantaged, women-owned, US or foreign owned/controlled, and must also specify a contact person with telephone number and mailing address. For this acquisition, a concern will be considered small if its number of employees does not exceed 1000. The Air Force is maintaining this list for informational purposes only.
